The King County Department of Community and Human Services (DCHS) is pleased to release this Request for Proposals (RFP) for providing social services for immigrants and refugees in Kent, WA, as described below. 

As our region continues to respond to and recover from the mental, physical, and economic impacts of the COVID-19 pandemic, this RFP seeks to provide culturally and linguistically appropriate social services to immigrant and refugee families, youth, and children in Kent. This RFP will support programs that provide access to healthy food and promote youth development, early learning, and health and wellness.

Specifically, King County will utilize a portion of its American Rescue Plan Act (ARPA) funding to support one (1) community-based organization (CBO) in Kent, WA that can provide social services to immigrant and refugee families, youth, and children who have been adversely impacted by the COVID-19 pandemic. Applicants should propose program models that provide a combination of the following:

  1. Culturally and linguistically attuned vaccine and public health education
  2. Culturally appropriate food assistance
  3. Baby essentials

Budget Materials:

All applicants will be required to submit a Budget (Attachment D1) and Budget Narrative (Attachment D2) using the templates provided in the Library section of this RFP. Timeline:

Pre-Proposal Conference: April 13, 2022, 3:00-4:00 p.m.

Last day to ask questions: April 28, 2022

RFP Responses Due:  May 5, 2022 | 2:00 p.m.

Performance Period: July 1- December 31, 2022

Eligibility & Qualifications  [hide this]

This RFP is open to nonprofit organizations, community-based organizations, tribes and tribal organizations, and public or governmental agencies serving communities in King County who have been impacted by the COVID-19 Pandemic. Small nonprofits and community-based organizations are encouraged to submit proposals. 

 Eligible Proposer(s) must meet the following minimum qualifications/eligibility criteria: 

  1. Demonstrate ability to serve immigrants and refugees of Kent, WA.
  2. Acknowledge Executive Order #ACO-8-28-EO mandating all King County contractor workers providing on-site services at King County facilities or providing in-person services to the general public must be fully vaccinated against COVID-19.
  3. Demonstrate commitment to equity and social justice (ESJ) and working with communities most impacted by COVID-19 and institutional and systematic racism.
  4. Demonstrate ability to provide services for individuals who identify as low income, Black, Indigenous, and People of Color (BIPOC), Lesbian, Gay, Bisexual, Trans, Queer, Intersex, Asexual, + (LGBTQIA+), disabled, or hold identities from other marginalized groups.
  5. Experience with federal funding sources and reporting requirements. If no previous federal funding experience, ability to provide a description of how your organization intends to manage public funds should you be awarded a contract through this RFP.
  6. If applicable, ability to complete a two-part, online Federal Grants Subrecipient Training Course, to be scheduled by DCHS and completed by Subrecipient after award, contract execution, and prior to first payment.
  7. Submit complete proposals by 2:00pm Pacific Time (PT) on May 5, 2022.

DCHS is not responsible for any technical difficulties that a proposer may experience.
