The Early Learning Facilities (ELF) program assists intended Early Childhood Education and Assistance Program (ECEAP) contractors/subcontractors and intended Working Connections Child Care (WCCC) providers to sustain, expand, remodel, purchase, or construct early learning facilities and classrooms necessary to support early learning opportunities for children from low-income households.

All funding requests must be fully supported by contractor bids and/or documentation of proposed equipment costs.

All funding requests over $250,000 will be secured by real estate.

Mortgage statements are NOT proof of ownership.  A tax assessed value statement from the local county assessor's office will suffice for this requirment; however, if selected for funding, a Deed of Trust or Statutory Warrantly Deed will be required as proof of ownership.

Leases must be for a minimum of ten years following the completion of the project when the site is licensed and open for public use, AND contain permission from the property owner to make modifications to the property.

Bids and estimates must be from licensed/bonded/insured contractors or licensed vendors. Word documents, spreadsheets, or handwritten estimates will not be accepted and the application will not proceed to scoring.

If the project costs more than the grant funds being requested, proof of availability of funds must be provided. Intended applications for loans or other grants are not proof of secured funding. Documentation must be from a financial institution or grant funding source.

Select the application funding type from the perspective of what the project will be at the time of project completion. Family homes that are expanding must be able to be licensed for the desired expansion. Expansion funding must increase intended ECEAP and/or WCCC capacity. Maintenance funding does not require an increase of slot capacity.

Any non-grant funding included in the project budget must be accompanied by documentation of availability of funding.

Projects are selected based upon scores from what is submitted in the application. If a project is awarded, changes in the project scope of work may result in loss of the award.

All projects are required to support early learning slots for a minimum of ten years following the completion of the project from the date the project is complete and the site is open for use by the public.
