Introduction and Background  [hide this]

The Salt Lake County COVID Response & Recovery Team is soliciting applications for the Community Partners Grant Program (“CPGP”).  The CPGP is intended to support non-profit and community-based organizations engaged in combatting the impacts of COVID-19 within their particular constituencies.

Salt Lake County recognizes that community organizations provide invaluable expertise and services that cannot be provided by government entities alone. It is imperative that non-profits survive the current economic climate, remaining capable of providing necessary services now and into the future. CPGP will award federal Coronavirus Aid, Relief, and Economic Security Act (“CARES Act”) funds to non-profit organizations working in four areas within Salt Lake County: 

  • Housing and Homeless Services
  • Education and Childcare
  • Business Training and Support
  • Arts and Culture 

ORGANIZATIONS MUST HAVE EXISTED AS A 501c3 OR 501c6 FOR AT LEAST 5 YEARS TO BE ELIGIBLE TO APPLY. CPGP will only support new services, related staffing, and COVID-19 costs, incurred between July 1 and December 30, 2020. No previously budgeted expenditures or lost revenue replacement will be funded. All funds must be spent and reported to the County by November 30, 2020.

An organization may apply for multiple programs/projects if they can adequately account for how each program is tied to the impact of COVID-19. If offering more than one program, do not submit a separate application; incorporate both programs into the same application.

Organizations are eligible to apply if they have received other CARES funding. However, awardees will be be expected to adhere to federal guidelines and ensure they are not duplicating uses.

Applicants will be able to counsel with CPGP staff during the application process as needed.


Funding Availability and Priorities  [hide this]

Community Partners Grant Program is accepting applications beginning September 18, 2020. Applications will be accepted until October 2, 2020. A decision is expected to be made and communicated to applicants within three weeks from when the application opened. The range of grant awards is $5,000 to $250,000. Awards will be based on the ability of the organization to positively affect the life of County residents impacted by the COVID-19 pandemic. Awards (if any) will be determined by a County selection committee based on the priorities identified below and other considerations.

Applications and programs must meet the "but for COVID" test, meaning the program is being conducted to address a specific and verifiable impact of the COVID-19 pandemic. Some examples of appropriate funding requests include:

  • Administrative expenses (increased staffing to address COVID-related service demands, etc.)
  • Operational expenses (telework computers, computer program subscriptions, conduct surveys regarding constituent needs related to COVID-19, etc.)
  • Facilitating distance learning (equipment, software subscriptions, etc.)
  • Housing related support (landlord mediation, housing search and placement, utility payments, etc.)
  • Food assistance
  • Personal protective equipment and/or cleaning services/supplies 
  • Small business assistance (financial or technical assistance, outreach to businesses about financial aid, marketing campaigns to support impacted business sectors, webinars on topics related to COVID-19 response, etc.)
  • Other related expenses that can be appropriately justified

Priority will be given to programs that:

  • Serve communities disproportionately impacted by COVID-19
  • Meet multiple program areas (see 4 areas listed in introduction)
  • Serve geographic diversity within the County
  • Leverage other non-County funds 
  • Have not received other CARES funding

 


Restrictions  [hide this]

Non-profit organizations directly providing services to Salt Lake County residents are eligible to submit proposals. All non-profit entities must submit proof of existing 501c3 or 501c6 status for the last 5 years in order to be eligible to apply for funding. Organizations cannot use funds for projects previously budgeted by the organization or for revenue replacement. Grants may only be used for costs incurred after July 1, 2020 for programming that meets the "but for COVID" requirements.

All applicants are strongly encouraged to view the Application Training + Q&A session which was held at 9 a.m. on September 18, 2020 via WebEx. This training is recorded and available to view at https://slco.org/partnergrants/

Case management is a requirement for all funds awarded under this RFA.  Awardees must report spending monthly (October and November 2020). A final spending report must be submitted to the County by no later than November 30, 2020. CPGP staff may request updates at any time. Grants over $50,000 will have more stringent reporting requirements. Other requirements associated with case management and reporting will be addressed in the Application Training + Q&A session, and a reference agreement is attached in the Library documents. Applicants will abide by Federal CARES guidelines, as they are updated or modified by the Treasury.

Applications will become the scope of work of the agreement.

Grantee accepts and agrees that County and Federal auditors, including but not limited to those with the United States Department of the Treasury, will be permitted access to all records related to this application, whether approved for a grant or not, and, if applicant is successful, related to the expenditure of any grant funds awarded. Awardees must keep proper documentation for six years.

Organizations are eligible to apply if they have received other CARES funding. However, awardees will be be expected to adhere to federal guidelines and ensure they are not duplicating uses. Grant Funds received pursuant to this program cannot be used for any loss or expenditure where Grantee has or will receive other Federal, State, Local or private funding for the same loss or expense if the Grant Funds, when added to any other funding received or anticipated, exceeds the actual cost of any loss or expenditure.  Applicant understands that spending Grant Funds in violation of this provision may be a violation of Federal, State or Local law and agrees to return such funds to the County upon request.

A successful applicant must be willing to enter into a written grant agreement with County and agree to all the terms set forth in the agreement.  The Grant Agreement is attached to this application and should be reviewed by applicant before submitting the application.  By submitting the application applicant is acknowledging that they have read the Grant Agreement and can and will comply with its terms if awarded a grant.

Please provide the legal name of your organization, and the name of the CEO / Executive Director who is authorized to sign on behalf of your agency. If the organization does business under any other name, please explain in the "DBA" document option on tab #5.

The "Total Project Cost" should be specific to your COVID-19 response program budget that you are requesting funding for.  The proposed project must be tracked as separate program expenses and revenues from your agency budget.

Assistance must be determined to be necessary in response to the COVID-19 public health emergency. Regardless of how the assistance is structured, the financial assistance provided must be related to COVID-19. Salt Lake County, in reviewing Community Partner Program grant applications, will determine if the proposed assistance is necessary due to the public health emergency.
