OVERVIEW:

The King County Department of Community and Human Services (DCHS) is pleased to release this Request for Proposals (RFP) for Residential Treatment Facility Capital Development with funding from the Crisis Care Centers Levy (CCC Levy).

DCHS is seeking Behavioral Health Agencies (BHAs) to develop and operate new Residential Treatment facilities, aiming first to restore King County’s Mental Health Residential (MHR) facilities capacity to at least the 2018 level of 355 beds, and second to expand the availability and sustainability of all types of Residential Treatment in King County. Allowable costs for awarded contracts include those associated with developing and constructing Residential Treatment facilities, such as purchasing land, acquiring existing facilities, planning and design, building renovations or expansions, new construction, and other capital pre-development and development expenses. This RFP does not provide operational funding. The selected operator is responsible for securing operational funding, including Medicaid and other payor sources, in advance of site openings.

Minimum Qualifications  [hide this]

This request is open to for-profit and nonprofit organizations, Community-Based Organizations, tribes and tribal organizations, and public or governmental agencies that can meet the minimum qualifications. Small nonprofits and Community-Based Organizations that meet the minimum qualifications are encouraged to submit a Proposal. Organizations may partner to submit one Proposal as a partnership, but one organization must be designated as the lead for the Proposal.

Eligible Proposers must meet the following minimum qualifications/eligibility criteria:

A. Minimum Qualifications

  1. Proposer is licensed as a BHA or out of state equivalent.
  2. Proposer is a member of KCICN or meets the eligibility to join the KCICN.
  3. Proposer facility will provide MHR Treatment or SUD Residential Treatment.
  4. If proposing an MHR program, Proposer facility will be licensed as either a Residential Treatment Facility or an Assisted Living Facility.

B. Desired Qualifications

  1. Proposer can increase CCC Levy efficiency by proposing restoration, rehabilitation, or otherwise using a facility that is already licensed, already sited, or otherwise already meets regulatory requirements.
  2. Proposer can increase access to Residential Treatment beds throughout King County by opening or expanding new Residential Treatment capacity in areas where few or no similar Residential Treatment facilities exist.
  3. Proposer can increase Equity in Behavioral Health system access by proposing funding for an organization with expertise and experience providing CLAS for populations experiencing Behavioral Health inequities.
  4. Proposer can offer integrated SUD treatment options (either internally or through partnership).
  5. Proposer can contribute toward the County’s goal of restoring 115 Residential Treatment beds by proposing a project that adds net new bed capacity, either through facility expansion, renovation, or operational reactivation of previously offline beds.
  6. Proposer can provide care to Priority Populations.
  7. Proposer has a demonstrated track record of successful fiscal management.
  8. Proposer has a demonstrated track record of responsible reporting of performance measurements.
