An estimated total of $6.6 million in Federal Transit Administration (FTA) funding is available from the RTO program to support projects carried out by regional partners from July 2019 through June 2022. Because funding comes from federal sources, there are certain requirements that applicants must meet to be eligible to receive funding. Government agencies, colleges, universities, public school districts or schools (K-8), and non-profit organizations are eligible to apply for an RTO grant. Private, for-profit organizations are not eligible to directly receive FTA funding. All applicants must also have or obtain a DUNS number, free from fedgov.dnb.com/webform/index.jsp. Note: It is possible that a DUNS number or IDN may not be in the SAM search site or IRS select check site. The search sites are only as good as the data provided, and some organizations may not have allowed their records to be publicly available. The SAM and IRS sites are simply courtesy tools, and they will not impact the ability to apply for a grant or submit an application.

If applicants wish to apply for more than one funding category, an additional application must be submitted for each category. Applicants may submit as many applications to any category they wish. To apply for more than one RTO grant, log-in into ZoomGrants, click Open Programs and click Apply Again. Click Help at the top of the ZoomGrants application page for troubleshooting. Note: Some questions will not be presented because they are not part of the selected group of questions based on the answer to #1. Disregard the Application deadline listed above in red and refer to the Grant Application Handbook for full application deadlines listed by grant category.

The number of document uploads are unlimited but should be under 4MB each. If linking to a Dropbox, Google Drive, or webpages, do not move the information to prevent the link from being broken and ensure permissions are set for access to those with a link. Uploads by third parties, such as staff of your organization without a ZoomGrants account, are allowed by providing them the external upload link for a particular document.

The 2019-2022 Grantee Guide provides instructions and guidance on completing invoices and reports. Please refer to the guide, and if you are unsure of how to complete a report or what to include, click the Ask a Report Question button above the instruction box to request additional help from RTO staff. If you are not able to edit any of the fields in the report or to create or open an invoice, the application owner has not yet given you access to those sections. Contact the application owner and request that they update your access permissions to include the reports and invoices. RTO staff and ZoomGrants support staff cannot update your access. The report is built to accommodate all RTO grants and sponsorships. Some grant categories may not answer all questions. Select your grant category for Question 1 to filter the required questions for your category. Some of these filtered questions still may not apply to your specific project or program, so please read the questions carefully. Report on each task that is in your scope of work in questions 2-11. If no activity occurred in a quarter, you may write "No activity this quarter" or something similar. Sum your participants, active trips, and other related performance measures in questions 12-21 if they are provided to you based on your grant category. Report on activity and data that occurred during the reporting period only. Enter N/A if the question is not applicable to the project or program. Do not leave any fields blank, enter TBD, question marks, etc. Reports with this data will be returned for completion and invoices will be held until a complete report is submitted. Upload any supporting documents to the appropriate sections at the bottom of the page. Once submitted, no edits can be made to the report unless RTO staff return the report for editing.
