The City of Glendale is seeking a qualified subrecipient to develop and implement a comprehensive and strategic response to address homelessness in Glendale. The City has reserved approximately $3.3 million dollars of its HUD funding to this purpose, and will make these funds available to the subrecipient that can demonstrate the effectiveness of its proposed delivery system and the organization’s capacity to carry out the scope of work. The City will expect that submittals propose solutions that creatively use the full flexibility of funding regulations, strategically leverage appropriate partnerships and above all will be effective in addressing homelessness based on the agency’s experience, expertise and knowledge of homelessness issues.
