About: The King County Department of Community and Human Services (DCHS) is releasing this Request for Proposals (RFP) from the Developmental Disabilities and Early Childhood Supports Division (DDECSD) for Community Information, Outreach and Referral (CIOR) services in King County.
The vision of DDECSD is to assist King County residents of all ages and cultures who have I/DD and delays to achieve full active, integrated and productive participation in community life. In support of this vision, the RFP will allocate funding to organizations that will assist individuals with I/DD, delays and their families to access CIOR services and achieve outcomes that increase:
- equitable access to culturally and linguistically relevant services and supports, across systems;
- knowledge and engagement of community supports that align with efforts to integrate health and human services, promote equitable outcomes, reduce racial disparities and increase quality of life; and
- community participation in civic events identifying community priorities and solutions.
CIOR services are funded in partnership with the Washington State Department of Social and Health Services (DSHS), Developmental Disabilities Administration (DDA). DDECSD will invest CIOR funding across two investment areas listed below.
- Community Information, Outreach and Systems Navigation
- Education and Civic Engagement
Applicants may submit a proposal for one or both investment area(s).

Available Funding: Up to $1,035,000 annually
Investment Period: Initial contract period to run from January 1, 2021 – June 30, 2021, then renewable annually beginning July 1, 2021 until June 30, 2025 (subject to change – see section VI. Funding Amount)
