The Five Year Consolidated Plan is located at: http://www.fortsmithar.gov/CommunityDevelopment/files/19_2020%20Con%20Plan%20FS.pdf

All potential applicants must attend the workshop on Wednesday, January 16, 2019 at 10:00 a.m. for the CDBG and HOME Programs in the Elm Grove Community Center - Oak Room located at 1901 Greenwood Avenue in Martin Luther King, Jr. Park. A full schedule for potential applicants is located in the Library tab to print out and determine which meetings are required and which are optional. Public Hearings will be held by the Community Development Advisory Committee on Thursday, March 7, 2019 at 9:00 a.m., 2:00 p.m., and 5:30 p.m. at the Elm Grove Community Center - Oak Room located at 1901 Greenwood Avenue in Martin Luther King, Jr. Park. The Fort Smith Board of Directors will hold a study session on Tuesday, March 26, 2019 at 12:00 Noon in the Community Room of the Main Library, 3201 Rogers Avenue. A Final Public Hearing will be held on Tuesday, April 2, 2019 at 6:00 p.m. in the Fort Smith School Service Center, 3205 Jenny Lind, Building “B.” The purpose of these public hearings are to receive input on proposed funding requests, CDAC recommendations and CDBG/HOME performance. The meeting locations are accessible. Should you have any questions, need interpreter services or other accommodations, please contact Candyce Gabucci, Community Development Coordinator or Matt Jennings, Director of Community Development at 479-784-2209, forty-eight (48) hours in advance of the meeting so that arrangements can be made. The City of Fort Smith is an Equal Opportunity Employer. * Amounts are estimated because the federal government is operating on a Continuing Resolution and has not communicated final allocation amounts which could be in May – June 2019. Once the city has been notified, all proposed activities budgets will be proportionally increased or decreased from the estimated funding levels to match actual allocation amounts.
CDBG Objectives The primary objective of Title I of the Housing and Community Development Act of 1974, as amended is the development of viable communities by the provision of decent housing and a suitable living environment principally for persons of low and moderate income. The City of Fort Smith receives an annual federal entitlement of Community Development Block Grant (CDBG) funds to implement the Act locally. Applications must meet at least one of the strategies within the 2016-2020 Consolidated Plan (see Library tab or City website link) established by the Fort Smith Board of Directors to meet the needs of our low to moderate income citizens. CDBG projects must have at least a 10% financial contribution to the proposed project. CDBG funds are used to achieve the following national objective: To benefit low and moderate income persons.
HOME Objectives The National Affordable Housing Act of 1990 created the HOME Investment Partnerships Act (HOME) Program. This federal program is designed to strengthen public-private partnerships and to expand the supply of decent, safe, sanitary and affordable housing for very low income and low-income individuals or families. The City of Fort Smith receives an annual federal entitlement of HOME funds to implement the Act locally and is defined by federal regulation as a Participating Jurisdiction (PJ). The applicant must provide at least a minimum of 15% financial match for the proposed project. HOME funds are used to achieve the following objectives: 1. To provide decent affordable housing to lower-income households. 2. To expand the capacity of non-profit housing providers. 3. To strengthen the ability of state and local governments to provide housing. 4. To leverage private sector participation. By your digital signature, you are verifying that the agency understands that if the project applied for is changed substantially, the project will no longer be considered and will cancel. The agency could then apply in the next funding cycle. Additionally, if funds are approved and the agency does not enter into an agreement with the City before December 31, 2019 (unless it is no fault of the agency or is a CHDO project), the project will cancel and the agency will not be able to apply in the subsequent funding cycle. Any recommended and/or approved funding amount(s) will be subject to the Fort Smith Final CDBG or HOME budget amounts. All projects will be reduced or increased by the percentage amount of the reduction or increase in funds, if applicable. I understand that a presentation must be given (preferably for all applicants) at the 9:00 am public hearing noted on the Community Development Schedule in the library. Public Service Applicants DO NOT need to attend the final public hearing at 5:30 p.m., the meeting attendance is optional. All other Category 1, 3 & 4 applicants should be in attendance for questions about proposed projects or to negotiate reduced / increased requested funding amounts.
To file an application(s), all potential applicants must attend the workshop on Wednesday, January 16, 2019 at 10:00 a.m. for the CDBG and HOME Programs in the Elm Grove Community Center - Oak Room located at 1901 Greenwood Avenue in Martin Luther King, Jr. Park.

APPLICATION DISCLAIMER The federal government has approved a continuing resolution (CR) for the 2019 budget, as a result the Department of Housing and Urban Development (HUD) cannot provide notice of Community Development Block Grant (CDBG) or HOME allocations. Any award as a result of this Request for Proposals or Notice of Funding Availability (NOFA) is subject to funding and may be reduced or rescinded based on the level of funding received from the federal government. Funding for proposed community projects will be contingent upon final federal awards. CDBG Proposals require a minimum of 10% match and HOME Proposals require 15% match. All funding sources must be available at the time of application. If the agency is waiting on approval from another source, the agency should apply in the next funding cycle. Due to accounting changes and timeliness for the expenditure of funds, projects will no longer be funded on a multi-year basis except under circumstances where an agency is working with city staff on a long term project. *NOTE* You must completely answer ALL questions or the system will not send a message for review. Policy for New Applicants in CDBG and/or HOME Programs The agency applying must have a history of serving the Fort Smith community, as evidenced by: — a statement that documents at least one year of experience in serving the community, OR — for newly created organizations formed by local churches, service or community organizations, a statement that documents that its parent organization has a least one year of experience in serving the community. The parent organization must be able to show one year of serving the community prior to applying to the City of Fort Smith for CDBG and/or HOME funds. In the statement, the organization must describe its history (or its parent organization’s history) of serving the community by describing activities which it provided (or its parent organization provided), such as, developing new housing, rehabilitating existing stock and managing housing stock or delivering non-housing services that have had lasting benefits for the community, such as counseling, food relief or childcare facilities. A newly funded agency is required to submit audits for a minimum of three years. The statement MUST be signed by the president or other official of the organization. Faith-Based Organizations Please note that faith-based organizations are eligible for CDBG, HOME and other HUD funding on an equal footing with any other organization. Organizations competing for HUD funding, including faith-based organizations, will be assessed on their merits and how well they perform eligible activities, not on their religious or secular character. However, because these are federal funds, faith-based organizations should be aware of the following federal regulations that apply to faith-based organizations through the CDBG Program on the next page. We have underlined the regulation that should be understood completely before applying to the programs. The federal regulation will be available for review in the Library tab. CDBG and HOME funds cannot be used for project reimbursement. No choice limiting actions may occur if the project is funded. For Citizen led proposals (i.e., sidewalks, drainage, streets, neighborhood improvements), please contact the community development staff at 479-784-2209.
