GENERAL INFORMATION [hide this]

The City of Elk Grove is accepting applications for the Community Service Grant (CSG) and Community Development Block Grant (CDBG) programs for the 2021-22 Fiscal Year. Applicants may apply for either or both of the grants using the same application. Complete one application for each proposed program or project.

Applications must be submitted electronically through ZoomGrants no later than 11:59 p.m. on Tuesday, February 16, 2021. ZoomGrants will automatically close the application at that time. Applications may only be submitted if complete and all required documents have been uploaded, so allow adequate time for completion and uploading prior to the deadline.

Application Workshop and Public Meeting Webinar

The City will hold a public meeting and technical assistance webinar to assist applicants and provide members of the public an opportunity to share their thoughts on what types of activities are most needed in Elk Grove. Applicants and members of the public are encouraged to participate in the public webinar held on Tuesday, January 26, 2021 at 12:30-2:00pm. To participate please register here.

General Application Tips

Organizations eligible to submit applications include registered nonprofit organizations in good standing with the Internal Revenue Service and local government entities serving residents of Elk Grove. For profit entities and individuals are not eligible to apply for grants.

Staff is available to answer questions about the application requirements or process until the application deadline. Review the DOCUMENTS tab for the required documents list early in your submission process. Some of the documents may take time to pull together. You will not be able to submit your application unless you have uploaded all the required documents. If your organization does not have a required document please contact City staff for further instructions.

Make sure to SUBMIT the application when you are finished. Once the application is submitted, you will not be able to make changes. You do not need to submit a paper copy of the application.

Note that the application and all attachments are subject to disclosure via the Public Records Act. Please remove any sensitive information (e.g., client names, bank account numbers, etc.) from documents prior to submission.

Community Service Grant (CSG) Information
Please read the following guidelines before applying for the CSG. As a reminder, please note that not all grant requests will be honored.

The City of Elk Grove's CSG program is designed to fund programs and activities that benefit the City of Elk Grove residents.
The maximum amount to be awarded to any single recipient in any given year is $100,000.
A higher percentage of the grant requests must be for program costs as opposed to administrative and agency overhead.
Special events/fundraisers will not be funded by the CSG. The Event Sponsorship Grant program application is available concurrently for these types of requests.
Recipients must provide the City with accounting data, including appropriate back-up documentation (e.g., receipts), showing the use of grant monies for their intended purpose. Recipients unable to fulfill this requirement will forfeit eligibility for future grants.
Upon request, all grant recipients shall demonstrate maintenance of effort to ensure grant monies supplement, not supplant, funding already devoted to a particular program.
Upon request, recipients shall provide documentation of receipt and spending of matching funds toward the grant program as stated in the application.
Grant recipients must provide proof of insurance to the satisfaction of the City's Risk Manager prior to the receipt of any funding.
The applying organization must be in good standing with the California Secretary of State and the California Attorney General’s Registry of Charitable Trusts, if required by law to be registered.
The applying organization must comply with all applicable public health restrictions imposed by any federal, state, or local government agency and all other applicable state and local laws for the proposed program or project.

Community Development Block Grant (CDBG) Information
Please read the following guidelines before applying for the CDBG. As a reminder, please note that not all grant requests will be honored.

CDBG-eligible activities must benefit primarily low-income areas or low-income persons/households who are Elk Grove residents. Low-income households are defined as those having incomes at or below 80 percent of the area median income, adjusted for household size. The low-income limit for Elk Grove is currently $48,350 a year for a one-person household and $69,050 for a four-person household. This amount may increase or decrease in 2021.
The City of Elk Grove’s CDBG program is designed to expand opportunities for low-income Elk Grove residents by fostering affordable housing, expanding homeless housing and services, providing social services, improving accessibility, and constructing or upgrading public facilities.
Successful applications will address the housing and community development needs presented in the City of Elk Grove’s 2020-2025 CDBG Consolidated Plan.
Successful applicants will have the role of administering federal grant funds on behalf of the City and shall be required to comply with all applicable federal regulations (24 CFR Part 570) for administration of the CDBG program funding and activities, and this will include, in part: keeping accurate financial records and invoices; documenting the income, race/ethnicity, and demographic characteristics of all persons or households served; and complying with labor standards, environmental, relocation, and fair housing laws; etc.
Successful nonprofits will be required to submit, at a minimum, quarterly activity reports and payment requests to the City.
All CDBG applicants must have a DUNS number. If your agency does not have a DUNS number, you can apply for one for free at http://fedgov.dnb.com/webform. The process may take a few days, so plan accordingly.
The applying organization must be in good standing with the California Secretary of State and the California Attorney General’s Registry of Charitable Trusts, if required by law to be registered.

REVIEW CRITERIA & TIMELINE [hide this]

Application Review
City staff will review applications to determine whether the proposed activities meet the threshold eligibility criteria. City staff may conduct interviews with qualifying applicants, request additional information, and/or provide the applicant the opportunity to clarify their application and advise the City of any additional factors that may be relevant.

Application Review Criteria
Staff will use the following criteria, in addition to eligibility requirements, in evaluating the applications submitted:

Project Description - project descriptions will be evaluated for feasibility of implementation, overall and within the allotted time frame.
Budget - budgets will be reviewed to determine completeness and reasonableness of all costs related to the request for funding.
Capacity - applicants must demonstrate the ability of the organization to carry out the proposed activities. Each applicant will be evaluated on experience, administrative capacity, and financial management.
Impact on priority needs and target populations as identified in the 2020-2025 CDBG Consolidated Plan. High-priority needs include affordable housing programs, homeless housing and services, accessibility improvements, public services targeting at-risk and low-income populations, and community-building experiences.
Beneficiaries - the proposed program or activity must primarily benefit City of Elk Grove residents.
New or increased service - preference may be given to applications for public services funding that document a quantifiable increase in the number of persons to be served, the provision of a new service, or the expansion of an existing service into a new area within the City of Elk Grove.
Leveraged funds - consideration will be given to the amount of non-City funds committed to the project. Documentation must be provided (i.e. firm commitment or award letters) with the application to verify the availability of leverage/match resources. Leverage may be cash or in-kind.
Self-supporting organizations - the City will look at each applicant’s plan to become self-supporting over the next five years. The City will also consider the applicant’s grant application history, including how many grants have been applied for in the previous year and how many have been awarded.
The City reserves the right to use other criteria in its selection process, if deemed necessary.
