Clark County Social Service, Community Resources Management, is soliciting a qualified developer through an Application to develop Affordable Senior Rental Housing on a 5-acre parcel near the northwest corner of Pebble Road and Eastern Avenue, in Las Vegas, Nevada. Pursuant to Section 7(b) of SNPLMA, BLM may make land available to the COUNTY at less than fair market value, for the purpose of providing affordable housing, via a direct sale. The BLM will require that the COUNTY submit a complete development application as part of the process for nominating the land for sale. The site is zoned R-4 which allows a density up to 25 units/acre with a density bonus allowing up to 39 units/acre under a Special Use Permit for Senior Housing. The development will contain rental apartments for low income senior households (one member of household being 55+ years of age). The minimum criteria per SNPLMA Section 7(b) are 50% of the units will target 80% of area median income (AMI). Clark County goals include 100% of the units qualifying as affordable to 60% AMI. Further, Clark County is requiring that 20 units be set aside for Permanent Supportive Housing. Applications will be scored with preference to meeting these goals, along with maximizing the BLM land discount, ability to best leverage resources to target the greatest number of units to the lowest AMI households and an extended affordability period. To assist the applicant to achieve affordable (i.e. below market rate) rents, Clark County may make available up to $1.5 million in HOME Investment Partnerships Program funds to the development owner, subject to Board of County Commission approval. Clark County will convey the site, subject to BLM and HUD approval and in accordance with Section 7(b) of the Southern Nevada Public Lands Management Act (SNPLMA), for up to a 95% discount to Fair Market Value. PLEASE NOTE: Clark County will use the selected application as part of its request to BLM to purchase the site and as a basis to negotiate a Development Agreement. The County intends to simultaneously convey the land to the selected developer at the discounted purchase price with the developer paying the County/BLM for the purpose of developing the project pursuant to the terms of a negotiated Development Agreement.
