The Orange County Health Services Department is soliciting sealed proposals to provide Facility-Based Housing Assistance (Assisted Living Facility) to people with HIV in the Orlando Eligible Metropolitan Statistical Area (EMSA).
Funding for these services is provided by the U.S. Department of Housing and Urban Development (HUD) through the Housing Opportunities for Persons with AIDS (HOPWA) program. The Orange County Health Services Department is the entity designated by the Mayor to administer the grant for the City of Orlando. Following the submission of proposals, recommendations will be submitted to the Orange County Board of County Commissioners for final approval. The funding amounts requested in this Request for Proposal (RFP) are based on current levels of funding received by the Orlando EMSA from HUD. Actual funding levels will be established when the City of Orlando approves the budget for Fiscal Year 2026-2027, and awards will be increased or decreased to match actual funding available.
Proposers must meet the following requirements:
Organizational Status: Proposals will only be accepted from public or private nonprofit and for-profit Health Services providers. HOPWA funds may not be awarded to private for-profit entities, unless such entities are the “only available provider of quality HIV care in the area” (SEC 2604 (B)(2)(A), SEC 2613(A)(1). Private not-for-profit service providers shall show proof of such status by submitting, as part of the proposal, appropriate documentation. Not-for-profit corporations shall include a copy of their letter of determination.
Nonprofit Documentation: Not-for-profit corporations must submit proof of current 501 (c)(3) status Internal Revenue (IRS) letter of determination.
License Documentation: Submit proof of active Assisted Living Facility license by the Florida Agency for Health Care Administration.
Experience: Demonstrate at least (1) year of experience as a licensed Assisted Living Facility (ALF) providing the proposed services to people with HIV.
Documentation and Record Keeping: Maintain proper documentation in accordance with federal grant guidelines and Scope of Services.
Operational Capacity: Demonstrate the ability to begin services within 60 days of contract execution date and sustain operations for at least one (1) year.
Geographic Services Area: Provide services within Orange, Osceola, Lake and Seminole Counties.
Financial Accountability: Submit an acceptable independent financial audit or financial statements prepared by a certified public accountant.
Insurance Coverage: Maintain contractual liability insurance or be self-insured if a state or local government entity.
Federal Registration: Maintain an active Unique Entity Identifier (UEI) in (www.sam.gov) and cannot be debarred from receiving federal funds.
E-Verify Compliance: Register and maintain active status with the U.S Department of Homeland Security’s E-Verify at (www.e-verify.com) system.
Human Trafficking Compliance: Human Trafficking as required by the State of Florida, confirming compliance with state anti-human trafficking laws.
Non-Foreign/Domestic Terrorist Certification: Contractor shall attest under penalty of perjury that the Contractor has not been designated as a foreign or domestic terrorist organization as defined in Section 943.03102, Florida Statutes.
