PURPOSE: 

The King County Department of Community and Human Services (DCHS) Housing and Community Development Division’s (HCD) Housing Finance Program (HFP) is initiating this Capital Request for Proposals (RFP) to solicit applications for the acquisition, renovation and new construction of Affordable Housing projects in need of capital financing that address the housing shortage in the region and work to address the racial disparities in access to housing, as described below.

 

OBJECTIVE: 

Affordable Housing projects funded through this RFP are expected to serve a variety of populations meeting criteria for income, disability, and/or homelessness status, with a range of eligible models such as Permanent Supportive Housing (PSH), Affordable Housing with services, workforce rental housing and/or homeownership, as well as equitable development projects with strong community involvement.

 

CAPITAL FUNDING: 

Approximately $38,300,000 in capital funding is available in 2025.

NOTE: If any additional funds become available, the County may use the results of this RFP to award those funds. The County reserves the right not to award all available funding.

COMMUNICATION: 

All documents to be submitted in response to this RFP need to be uploaded through ZoomGrants, as described in Section VII, Application Process of the RFP.

APPLICATION SUBMISSION REQUIREMENTS: 

Applicants must complete and submit the following within ZoomGrants (ZG) by September 16, 2025 at 2:00pm:

1. Respond to all prompts in the "Application and Applicant Information" ZG tab

2. Answer questions in the "Required Questions" ZG tab

3. Upload the required Attachments and all applicable/required supplemental documents in the "Upload Required Documents" ZG tab.

 


Mininum Qualifications and Eligibility  [hide this]

The following types of organizations are eligible to apply for housing development funds:

  1. Public housing and Public Development Authorities;
  2. Non-profit organizations; and
  3. Certified Community Housing Development Organizations (CHDOs).

Partnerships are encouraged among local governments, public housing authorities, other nonprofit housing developers, for-profit developers, and service providers in order to produce the greatest public benefit by ensuring appropriate housing and supportive services for the target population.

Federal funds (HOME) may be awarded to primarily religious organizations that set priorities for hiring employees based on religious affiliation. Staff who handle the development process, manage the housing after it is built and in operation, and provide services that are necessary for the tenants of the housing, however, must be hired through a strictly non-discriminatory process that does not consider religious affiliation. The housing must be available to all persons regardless of religion.

Local funds administered by HFP – which are all funds in this RFP other than HOME – are subject to the non-discrimination requirements of the King County Code and may not  be awarded to an organization that hires through a process that considers religious affiliation as a factor regardless of whether those staff work on the housing project.


Restrictions  [hide this]

The rehabilitation of existing projects already contracted for King County capital funds (ie. in the KC Portfolio).  An application for this activity, referred to as Preservation, will be administered separately.

Housing that limits the amount of time that clients may reside there, such as shelters and transitional housing, are not eligible projects for this RFP.
