The Orange County Health Services Department is soliciting sealed proposals to provide Tenant-Based Rental Assistance (TBRA), Short-Term Rent, Mortgage, and Utility Assistance (STRMU), Permanent Housing Placement (PHP), Short-Term Supported Housing Assistance (STH), Facility-Based Housing Assistance (FB), and Supportive Services/Case Management (SSCM) to people with HIV in the Orlando Eligible Metropolitan Statistical Area (EMSA).
Funding for these services is provided by the U.S. Department of Housing and Urban Development (HUD) through the Housing Opportunities for Persons with AIDS (HOPWA) program. The Orange County Health Services Department is the entity designated by the Mayor to administer the grant for the City of Orlando. Following the submission of proposals, recommendations will be submitted to the Orange County Board of County Commissioners for final approval. The funding amounts requested in this Request for Proposal (RFP) are based on current levels of funding received by the Orlando EMSA from HUD. Actual funding levels will be established when the City of Orlando approves the budget for Fiscal Year 2026-2027, and awards will be increased or decreased to match actual funding available.
Proposers must meet the following requirements:
Non-Profit Status: Proposals will be accepted from public or private nonprofit housing and/or health providers. Note: HOPWA Program funds may not be awarded to private for-profit entities unless such entities are the "only available provider of housing in the area."
501(c)(3) Status: If a nonprofit organization, hold current and valid 501(c)(3) status as determined by the Internal Revenue Service.
Experience: Demonstrate a minimum of one (1) year of experience in providing the proposed services.
Accountability: Demonstrate accountability through the submission of an acceptable financial audit or statement performed by an independent auditor.
Human Trafficking Compliance: Confirm compliance with Human Trafficking requirements as required by the State of Florida, confirming compliance with all state anti-human trafficking laws.
Registration: Possess an active Employer Identification Number (EIN) and an active Unique Entity Identifier (UEI). Register with SAM at www.sam.gov and E-Verify at www.e-verify.gov.
