In 1990, Congress enacted the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act through the U.S. Department of Health Resources Services Administration(HRSA)-the legislation created the Ryan White HIV/AIDS program- the objective of the program is to improve the quality and availability of HIV care and treatment for low income people with HIV. Orange County Government is the official Orlando EMA Ryan White HIV/AIDS Program Part A Recipient that provides funding for medical and support services provided by private, non-profit, and government entities These services are provided to residents with HIV of Orange, Osceola, Seminole, and Lake Counties.
The Orange County Health Services Department are soliciting proposals for Mental Health Services, Substance Abuse Outpatient Care. Proposers must meet the agency eligibility requirements (listed below) and must be able to perform the service category(ies) for which they are submitting a proposal to be eligible for award. Up to four agencies per service category with the highest ranked score maybe awarded.
Proposer must:
- If a nonprofit organization, hold current and valid state 501(c)(3) status as determine by the Internal Revenue Services
- Demostrate a minimum of one (1) year experience in providing the proposed services
- Maintain proper documentation in accordance to the grant guidelines and Scope of Services
- Ability to proceed and provide one (1) year of service
- Provide services in Orange County, Florida
- Demonstrate accountability through the submission of acceptable financial audits or statement performed by an independent auditor
- If Proposers are awarded funding, must maintain contractual liability insurance or be self-insured if a state, local government, or instrumentally of state or local government
- Active Employer Identification Number (EIN) with the State of Florida
- Active Unique Identifier and register with SAM at: www.sam.gov
- Register with E-Verify at: www.e-verify.gov
- Human Trafficking as required by the State of Florida, confirming compliance with state anti-human trafficking laws.
- Medicaid Proposers shall be in compliance with all applicable Medicaid laws, regulations, and program requirements, including proper billing, documentation, and reporting, to be eligible for award.
- Have the capacity to submit Health Insurance Claim Forms (HICF) 1500.
The Request for Proposal (RFP) application will be available from Wednesday, November 5, 2025 to Wednesday, December 3, 2025. All applicants must submit proposals through ZoomGrants. No paper applications will be accepted. A Pre-Proposal Conference for this RFP will be held on Wednesday, November 12, 2025 via Microsoft Teams. Attendance is not mandatory but is encouraged.
