The Program Year for CDBG and HOME funds is October 1, 2026, through September 30, 2027. The U.S. Department of Housing and Urban Development (HUD) has not yet determined Henrico’s allocation for the 2026-27 Program Year. Staff will develop a proposed budget based on the assumption that CDBG and HOME funding will remain level.

Criteria used to evaluate applications include:

Conformity with CDBG and HOME regulations. Funds may only be used for activities that meet eligibility requirements. Projects requesting CDBG funds must carry out one of the three CDBG national objectives.
Serves low- and moderate-income residents of Henrico County.
Consistency with the 2025-2030 Five-Year Consolidated Community Development Plan. County staff is still gathering resident input to develop funding priorities. New funding priorities are expected to be developed by February 19, 2026 and will be placed under the Library tab then.
Capability of agency and staff to undertake and complete the proposed project in a timely manner.
Clarity of proposal.
Cost effectiveness.
Ability to provide matching funds as applicable.

CDBG and HOME funds are not intended to provide ongoing program operating support and the Department of Community Revitalization and the County of Henrico, Virginia reserve the right to limit its support.
