How to Apply: Click on Apply Now/Start Application. If you do not have a prior ZoomGrants Account, you will need to first enter your Name (First and Last), Email Address and set up a password (please note this password somewhere, as you will need it to get back into your application if you need to finish it later, if any items are requested missing and any other items related to your application). Then please select the Boulder City Small Business Recovery Grant Program in order to apply for this program. From there you will begin filling out this application.

Boulder City understands the challenges that many small businesses currently face.  As an integral part of our community we want to support small businesses financially impacted by closures or restrictions related to COVID-19.  For businesses operating within Boulder City, with a current business license, we have developed a business support grant using federal CARES Act Relief Funds. The City will be prioritizing businesses most affected using several critieria.  Grant Award Size is based on Full-Time Equivalent (FTE) Employees. 1 FTE = 40 hours

Grant Award Size:         1-10 FTE                 ($5,000)

                            11-20 FTE               ($10,000)

Eligible Grant Uses: Working capital (rent, utilities, inventory, payroll, license fees, etc.), COVID-19 supplies, cleaning and sanitation and expenses related to retrofitting to comply with health guidelines

Grant application will be accepted from October 15th - October 30th, 2020 (midnight). The City will not accept applications after the application window closes.  NDC will review applications and contact eligible applicants.  All applications will be screened for eligibility based on the listed requirements and completeness of the application.  All application information will be verified by City staff.  Awarded businesses will be required to sign an agreement certifying COVID-related economic distress.

A full review of your Boulder City Grant Application will be conducted after receipt of ALL following:


  • Must have a physical location in Boulder City.
  • Must have active Boulder City business license.
  • Must have 20 or fewer full-time equivalent (FTE) employees as of March 15, 2020.
  • Must have been in business on or before September 15, 2019.
  • Businesses that have not received federal assistance will be prioritized over those businesses that have received federal assistance through the Payroll Protection Program (PPP), EIDL or other assitance programs. 
  • Must demonstrate financial hardship. Summary of business operations prior to COVID-19 and current financial situation.  This must show that there has been a financial hardship, through monthly 2020 Profit & Loss (P&L) Statement and a P&L comparison to 2019 at the same time period.

Required documentation for the Boulder City Recovery Grant:

  1. 2019 Business Tax Return or Tax Extension and 2019 Internal Financial Statement - 2019 Business Tax Return (Schedule C for Sole Prop or Single Member LLC) OR Tax Extension AND Internal Profit & Loss and Balance Sheet statements
  2. Monthly 2020 Profit & Loss (P&L) or a monthly bank statement for January through August 2020
  3. W-9 Form Request for Taxpayer Identification Number and Certification 
  4. Copy of Photo I.D. for U.S Citizen or Legal Residence Card for non-U.S. Citizen for all owners with 20% interest or more.
  5. Copy of Active Boulder City Business License

Ineligible Businesses  [hide this]

  • Businesses that are not located within Boulder City
  • Business without a City of Boulder City Business License
  • Business started after September 15, 2019
  • Businesses with over 20 fewer full-time equivalent (FTE) employees
  • Massage Parlors
  • Liquor Stores
  • Non-Profit Organizations
  • Business that have Federal, State or Local Tax Liens

Please fill out this page with your Business Information, including Legal and Business Address (it will be used to determine eligibility). The National Development Council (NDC) team will assist City staff by providing technical support and reviewing applications to determine eligibility. The NDC will perform these duties as part of their current agreement with the City of Boulder City 

The application intake and selection process will include the following:   

  1. Applicant visits Zoom Grant Application webpage  
  2. Applicant completes application online   
  3. Applicant submits an application and required documentation to ZoomGrants
  4. NDC Staff screens application for eligibility to receive funding 
  5. NDC Staff informs the applicant of eligibility
  6. NDC Staff will score applications per City approved scoring method
  7. NDC staff contacts approved applicant to review and sign a grant agreement and other pertinent documents
