Need business assistance or help filling out this application?  The Nevada Small Business Development Center is partnering with the Nevada Association of Counties to provide help to businesses that may need it. GRANT DESCRIPTION

Application Period is September 8, 2020 thorugh October 29, 2020, subject to funding availability. 

STOREY COUNTY AND WHITE PINE COUNTY HAVE EXTENDED THEIR GRANT DEADLINE TO NOVEMBER 13, 2020

ONE Application under each Corporate Structure can apply for these Funds

Eligible Grant Uses for ALL Participating Counties: Working capital (rent, inventory, payroll portion not covered by PPP, etc.), Personal Protective Equipment (PPE) and Protective Retrofits

Grant Award Size: Varies by County, Size of Business and Use of Funds

Lincoln, Lyon and Unincorporated Washoe Counties:

Working Capital and Retrofit Grants:
Less than 5 employees         $5,000
5 to 19 employees                $10,000
20 to 50 employees              $15,000

PPE Grants - Businesses up to 50 employees can receive funds up to $5,000 based on eligible receipts for items already purchased

Douglas County:

Working Capital and Retrofit Grants:
Less than 5 employees        $5,000
5 to 19 employees               $10,000
20 to 50 employees             $25,000
51 to 100 employees           $50,000

PPE Grants - Businesses up to 100 employees can receive funds up to $5,000 based on eligible receipts for items already purchased

Elko County:

Working Capital and Retrofit Grants:
Less than 5 employees         $5,000
5 to 9 employees                 $10,000
10 to 24 employees             $15,000
20 to 50 employees             $20,000

PPE Grants - Up to $5,000 supported by invoices for businesses up to 50 employees or less.

White Pine County:
Working Capital, Retrofit and PPE Grants:
0-10 employees                  $10,000
11-50 employees                $20,000
 
Nye County:
Working Capital:
0-4 employees                  $5,000
5-10 employees                $10,00
11-19 employees               $15,000
Non-Profits                         $10,000
 
Storey County:
Working Capital, PPE and Retrofit Grants:

5-15 employees                 $10,000

If you receive the State of Nevada GOED Grant for Commercial Rental Assistance, you may not use these any of these funds on the same rent payment.

General Guidelines:

  • Business that received SBA funding (EIDL & PPP) can apply
  • Must have an active State of Nevada business license
  • Must have an active Local County, City or Town business licenses for Elko County, Lincoln County, Lyon County, Storey County, Nye County or Unincorporated Washoe County. Douglas County and White Pine County do not require this item
  • Must have been in business for at least 6 months prior to March 15, 2020
  • Summary of business operations prior to COVID-19 and what has happened to date. This must show that there has been a financial hardship, through a monthly 2020 Profit & Loss Statement (P&L) Statement or a P&L comparison to 2019 at the same time period
  • Homebase of the business operations needs to be within the granting County with grant funds being spent on operations within the County
  • Businesses must submit a plan of how it intends to use the funds to complete this (please provide detail under Uses of Funds tab)

These Grant Funds are first come, first serve based on business need and are subject to availability

ALL ITEMS LISTED BELOW WILL BE NEEDED FOR A COMPLETE APPLICATION

ONE Application under each Corporate Structure can apply for these Funds  

A full review of your Grant Application will be conducted after receipt of ALL the following:

  1. 2019 Business Tax Return OR Business Tax Extension and Internal Financial Statement - 2019 Business Tax Return (Schedule C for Sole Prop or Single Member LLC) OR Tax Extension AND Internal Profit & Loss
  2. Summary of business operations prior to C0VID-19 and what has happened to date. This must show that there has been a financial hardship, through a monthly 2020 Profit & Loss (P&L) or a P&L comparison to 2019 at the same time period.
  3. Documentation for PPE, Retrofits or any items already paid for - Receipts and/or Invoices with cancelled checks (must match Uses of Funds Reimbursement section)*
  4. Copy of Current State of Nevada Business License
  5. Copy of Local County, City or Town business licenses for Elko County**, Lincoln County, Lyon County, Storey County, Nye County*** or Unincorporated Washoe County. Douglas County and White Pine County do not require this item
  6. W-9 Form Request for Taxpayer Identification Number and Certification 
  7. Copy of Photo I.D. for U.S Citizen or Legal Residence Card for non-U.S. Citizen
  8. Detailed Use of Grant Funds - Please use the Uses of Grant Funds Tab to complete this item
  9. Non-Profit IRS Determination Letter - for non-profits applying for White Pine County

*If you are asking for grant funding for future expenses, your County may require a copy of those receipts and/or invoices and cancelled checks before 12/31/2020.

**Elko County does not have a County Business license but if a business is located within a City in Elko County, the business must provide that business license

***For Nye County - businesses located in Pahrump must provide a Pahrump Business license

Please NOTE: The documents submitted in this application are for the initial review. Storey County will require copies/scans of all submitted documents and receipts. The County will work with the applicant to assist in the process. We encourage all applicants to contact Kathy Halbardier at the Nevada Small Business Development Center (775) 720-4428.


Ineligible Businesses  [hide this]

Businesses that are ineligible for these grants in all Counties participating in this Grant Program:

  • Businesses in the Cities of Reno or Sparks
  • Business outside of Elko County, Douglas County, Lincoln County, White Pine County, Lyon County, Storey County or Nye County                    
  • Federally Prohibited Businesses (i.e. Cannabis)
  • Adult Oriented Businesses (except for brothels in Nye County and Storey County)
  • Businesses with over 100 employees
  • Businesses with Federal, State or Local Tax Liens
  • Non-Profit Organizations except for in White Pine County and NyE County

In addition, Grant recipients will NOT directly or indirectly loan the grant funds to a third party

In addition, the following business are not eligible in Elko County:

  • State & Federal Certified Labor Unions.

APPLICATION PROCESS   

The National Development Council (NDC) team will assist NACO and various County staff by providing technical support and reviewing applications to determine eligibility. 

The application intake and selection process will include the following:   

  1. Applicant visits Zoom Grant Application webpage  
  2. Applicant completes application online   
  3. Applicant submits an application and required documentation to ZoomGrants
  4. NDC Staff screens application for eligibility to receive funding 
  5. NDC Staff informs the applicant if not eligible
  6. NDC Staff will score applications per NACO and Counties approved scoring method and provide recommendations to Counties
