Serve DC announces the availability of AmeriCorps State Competitive Grant funding for Fiscal Year 2021 to eligible organizations. Subject to the availability of appropriations for Fiscal Year 2021 (FY2021) by the Corporation for National and Community Service (CNCS), new, re-competing, and continuing applicants with high-quality proposals will compete nationally with other State and National programs for Competitive funds made available through Serve DC and CNCS.

Privacy Act Notice: The Privacy Act of 1974 (5 U.S.C § 552a) requires that the following notice be provided to you: The information requested on the AmeriCorps Application Instructions is collected pursuant to 42 U.S.C. §§ 12581 - 12585 of the National and Community Service Act of 1990 as amended, and 42 U.S.C. § 4953 of the Domestic Volunteer Service Act of 1973 as amended. Purposes and Uses - The information requested is collected for the purposes of reviewing grant applications and granting funding requests. Routine Uses - Routine uses may include disclosure of the information to federal, state, or local agencies pursuant to lawfully authorized requests. In some programs, the information may also be provided to federal, state, and local law enforcement agencies to determine the existence of any prior criminal convictions. The information may also be provided to appropriate federal agencies and Department contractors that have a need to know the information for the purpose of assisting the Department’s efforts to respond to a suspected or confirmed breach of the security or confidentiality or information maintained in this system of records, and the information disclosed is relevant and unnecessary for the assistance. Executive Summaries of all compliant applications received and applications of successful applicants will be published on the CNCS website as part of ongoing efforts to increase transparency in grantmaking. This is described in more detail in the Notice of Federal Funding Opportunity. The information will not otherwise be disclosed to entities outside of AmeriCorps and CNCS without prior written permission. Effects of Nondisclosure - The information requested is mandatory in order to receive benefits. Federal Funding Accountability and Transparency Act: Grant recipients will be required to report at www.FSRS.gov on all subawards over $25,000 and may be required to report on executive compensation for recipients and subrecipients. Recipients must have the necessary systems in place to collect and report this information. See 2 CFR Part 170 for more information and to determine how these requirements apply. Applicants who hold a state or federal negotiated indirect cost rate or will be using the 10% de minimis rate must enter that information in the Organization section in eGrants Universal Identifier: Applicants must include a Dun and Bradstreet Data Universal Numbering System (DUNS) number and/or a Unique Entity Identifier (UEI) depending on which field(s) are required in eGrants at the time of submission. Applicants must obtain their UEI and register their entity through the System for Award Management (SAM.gov). All grant recipients are required to maintain a valid registration, which must be renewed annually. Disclosures: Publication of this Announcement of Federal Funding Opportunity (NOFO) does not obligate the Corporation for National and Community Service (CNCS) to award any specific number of grants or to obligate any particular amount of funding. The 2020 President’s Budget proposed the elimination of CNCS. The actual level and timing of grant funding will be subject to the availability of annual appropriations. Grant award amounts vary – both in the level of operating funds and in the type and amount of AmeriCorps member positions – as determined by the scope of the projects.

AmeriCorps Operating Grants: CNCS may award a Cost Reimbursement or a Fixed Amount grant to any successful applicant, but the availability of a Full-Cost Fixed Amount grant is limited to certain applicants. Professional Corps are not eligible to apply for Cost Reimbursement grants.

Serve DC requires new and re-competing applicants to submit a Logic Model prior to full application submission. Logic Models will be reviewed by the Serve DC Commission and outside peer reviewers. Following the initial review of Logic Models, Serve DC will invite applicants with quality Logic Models that demonstrate a strong theory of change to submit a full application. Please follow the Logic Model template provided in eGrants – the web based grants management system.

The Logic Model may not exceed three pages when printed with the application from the “Review” tab in CNCS’s web-based management system.

Logic Models and Full Applications will be submitted through ZoomGrants and CNCS’s web-based management system, eGrants. The application will be live in ZoomGrants no later than Wednesday, September 30, 2020; and will be live in eGrants no later than Friday, October 2, 2020.

Please note: Continuation applicants do not need to submit a Logic Model.

On Monday, October 22, 2020, sub-grantees will be notified if they will be invited to submit a full application.

Applicants who submit a full proposal will undergo peer and staff review. Following this review, Serve DC will recommend programs to CNCS for consideration for Competitive funding. Serve DC reserves the right to reject applicants at any stage of the application process from Competitive grant funding consideration.

Serve DC anticipates announcing grant awards in the first week of May 2021.
