Minimum Threshold Requirements

Applications will be recommended for funding based on meeting all Minimum Threshold requirements.

Ownership – Applicants for the WHIP program must be the legal property owner and provide evidence of ownership at the time of application should information obtained from the Property Appraiser's Office be different from owner information provided by the applicant.

Maximum Rental and Sales Price: The maximum rental amount for each dwelling unit shall be based on those rents established by the County and Florida Housing Finance Corporation (FHFC) for Miami-Dade County. The maximum sales price for a dwelling unit shall be that amount as determined by the County Mayor or County Mayor’s designee in accordance with Ordinance No. 21-80. See Maximum Sales Price for 2022.

Income Limits: Units must be rented or sold to households whose incomes do not exceed 140 percent of area median income (AMI) for Miami-Dade County as published in Income Limits of this application.

Successful applications are recommended for funding based on the set-aside categories below and are fully funded until the funding for each category is exhausted.    

WHIP Set-Aside Categories

Description

Income Set Aside

A minimum of 50 percent of the grant funds shall be utilized to subsidize affordable and workforce housing that target households whose incomes do not exceed 110 percent of area median income.

Unit Set Aside

A minimum of 25 percent of the grant funds shall be utilized to subsidize owners or landlords who own 20 or less dwelling units.

Applicants will be asked to submit unit eligibility documentation on an annual basis, which may include self-certification of tenant income, photo identification, proof of tenant income, or other documentation. 

No Prior Existing Tenant Income and/or Rent Restriction Agreements: Units that are subject to existing tenant income and/or rent restriction agreements [e.g., Housing Choice Voucher [Section 8], Land Use Restrictive Agreement (LURA). Rental Regulatory Agreement (RRA), etc.] are not eligible for WHIP.

Current Rents Below Program Standards: Units that currently have rents below the program standards outlined in Rent Limits are not eligible for WHIP

 

Policies

The Workforce Housing Incentive Program (WHIP) is designed to address high unmet needs in affordable housing. Applications will be accepted and processed in the order they are received from February 17, 2023 until April 7, 2023, or upon projections as to when program funds are exhausted, whichever comes first.

WHIP provides grants to incentivize owners to convert existing market rate housing into affordable or workforce housing. Both for-profit and nonprofit owners are encouraged to participate.

No more than 4,500 units shall be accepted into the program. The number of applications recommended for funding shall be limited by set-aside requirements and the funds available at the time of application. Priority in processing applications will include units intended for those households with law enforcement officers, firefighters, educators, healthcare professionals, childcare employees, staff of the Public Defenders’ and State Attorneys’ offices, and active military members or veterans.  Otherwise, complete applications will be processed in the order in which they are received.

 

Only Applications meeting Minimum Threshold requirements will be considered for funding

The maximum subsidy for each unit accepted into the program is $6,000.00. For rental activities, the grant amount shall be paid annually in $2,000.00 increments over the three-year period. For homeownership activities, the full grant amount of $6,000.00 shall be paid upon closing.

Units that currently have rents below the program standards or that are subject to existing tenant income/rent restriction agreements [e.g., Land Use Restrictive Agreement (LURA), Rental Regulatory Agreement (RRA), Housing Choice Voucher (Section 8), etc.] are not eligible for this program.

No displacement of existing tenants is allowed under this program, and this program is not intended to raise rents on existing tenants.  If it is determined that an applicant has inappropriately displaced or raised rent on an existing tenant without fair notice (as defined by Ordinance No. 22-30), PHCD reserves the right to reject the application, terminate the WHIP grant agreement, rescind, or reduce awarded funds, and recover any program benefits paid to or on behalf of applicant.

This program targets households whose incomes do not exceed 140 percent of area median income (AMI).

Successful applications are recommended for funding by the set-aside categories identified in WHIP Set-Aside Categories of this application and are fully funded until the funding is exhausted. 

50 percent of the grant funds shall be utilized to subsidize affordable and workforce housing that target households whose incomes do not exceed 110 percent of area median income.

25 percent of the grant funds shall be utilized to subsidize owners or landlords who own 20 or less dwelling units.

Successful applicants will be asked to submit unit eligibility documentation on an annual basis, which may include self-certification of tenant income, photo identification, proof of tenant income, and/or other documentation. 

Successful applicants shall be required to execute a grant agreement. The agreement shall ensure that each owner receiving funds under the grant program maintain their affordable and workforce units as affordable and habitable during the entire duration of the minimum affordability period described in this application.

PHCD reserves the right to rescind or reduce awarded funds for projects that present significant material changes, including but not limited to a reduction in the number of units, after being awarded funds for the project proposed in their application.

Applicants may be disqualified from consideration for funding based on poor performance or non-compliance on any other projects with PHCD.

Early termination of the grant agreement for any reason will trigger recapture of all grant funds.

FALSE STATEMENTS: Chapter 817 of the Florida Statutes provides that willful false statements or misrepresentation concerning income and assets or liabilities relating to financial condition is a misdemeanor of the first degree and is punishable by fines and imprisonment provided under §775.082 or 775.083. Applicant is hereby notified that intentionally or knowingly making a materially false or misleading written statement relating to the Program could result in ineligibility for benefits, action to recover any Program benefits paid to or on behalf of applicant, and/or a referral to criminal law enforcement. Applicant represents that all statements and representations made by applicant regarding Proceeds received by applicant have been and shall be true and correct.

 

Maximum Rental and Sales Price

PHCD has discretion to investigate income levels of tenants in the WHIP program. PHCD reserves the right to allow landlords to provide a letter attesting to the income level of the tenant, to ensure that the tenant’s income level meets the criteria of the program.

 

Maximum Sales Price

The Maximum Sales Price for 2022 is $352,000.

To calculate the Maximum Sales Price (MSP), the County uses both the HOME Methodology and the U.S. Treasury Methodology and sets the MSP for its housing programs at whichever MSP is lower.  Updates to the MSP will be provided when changes occur

Submission Guidelines

  • Applicants may submit an Online Application using our grants management system, ZoomGrants. A direct access link will be available on PHCD’s webpage.
  • If supporting documentation is too large for upload, applicant may upload attachments in multiple submissions, Attachment 1a, 1b, 1c, etc.
  • All supporting documentation MUST be attached as a PDF file. NO electronic links will be accepted as part of your submission in this application.
  • Paper applications are available for pick-up and drop off at the following locations:
    • North – Miami Gardens Apartment, 2170 NW 183rd Street, Miami, FL 33056
    • Central – Public Housing and Community Development, Overtown Transit Village North, 701 NW 1st Court, 14th Floor, Miami, FL 33136
    • West – Lakeside Towers, 7555 SW 152nd Avenue, Miami, FL 33193
    • South – Leisure Villas, 28701 SW 153rd Ave, Homestead, FL 33033
  • Applicants that would like technical assistance completing the application can call the WHIP call center (305) 784-1000.
  • Applicants must upload/attach all affidavits, supporting and evidence documents to meet threshold requirements.
  • Coversheets must be provided for each unit and must be accurately labeled, match attached documentation AND corresponding questions. Note that this applies to those applicants submitting one application for multiple units.
  • Applicants must submit all information required in the application.
  • Faxed or e-mailed applications will not be accepted.
  • Miami-Dade County will not fund an entity or an affiliate with outstanding defaulted loans, debarment actions or any other legal encumbrances with the County, State of Florida, or Federal programs regardless of the merits of the submitted proposal.

Grant Terms and Conditions

WHIP Rental Activities

Grant Amount

For each unit accepted into the program, the grant amount shall be $2,000.00 annually for a total of $6,000.00 over the three-year period.

Grant Term

Three years.  Early termination of the grant agreement for any reason will trigger recapture of all grant funds.

Subject to rental grant agreement. Subject to a minimum 3-year affordability and occupancy restriction period based on tenant income, household size, and number of bedrooms in unit.

WHIP Home Ownership Activities

Subject to restrictive covenant between Miami-Dade County and the homebuyer for three years from the date of closing.

Miami-Dade County, through the Department of Public Housing and Community Development (PHCD), is soliciting applications for its Workforce Housing Incentive Program (WHIP) to be funded by the County’s General Fund.
