Davis County received CDBG-CV funding through the CARES Act from the U.S. Dept. of Housing and Urban Development (HUD)  supporting critical community services and emergency response  support during the COVID-19 Pandemic. The County is seeking proposals from eligible, non-profit (501(c)3, organizations, cities and quasi-governmental agencies that provide critical Public Services activities (24 CFR 570.201) which meet HUD National Objectives for community development needs to support Low-to-Moderate Income (LMI) persons/families residing in the Davis County entitlement area.

Only projects that meet HUD's criteria for CDBG funding and meet the priorities outlined for the Urban County will be awarded funds through this application process.

County Departments, eligible Participating Cities, Non-Profit Agencies (501(c)3) and quasi-governmental entities may submit proposal(s) for Projects serving residents of Davis County, which meet National Objectives as defined by HUD.

Davis County's funding priorities for CDBG-CV grants will primarily focus on: 

  • PUBLIC SERVICES
  •  Activities which are geared toward increasing the health, and fundamental housing, health, and safety concerns of Davis County residents.The County's Priorities for Public Services Activities proposals are: 
    Food Security 
    Homeless Prevention  
    Domestic Violence Shelter Support 
     In-Home Meals
     Housing Support (primarily rental and/utilites assistance)

Proposals need to meet one of the following:

  • NATIONAL OBJECTIVES:
    • Low/Mod Area Benefit (LMA); Activities providing benefits that are available to all the residents of a particular area, at least 51% of whom are low/mod income (24 CFR 570.208(a)(1)
    • Low/Mod Limited Clientele Benefit (LMC); Activities that benefit a limited clientele, at leat 51% of whom are low/mod income. LMC activities provide benefits to a specific group of persons rather than to all the residents of a particular area (24 CFR 570.208(a)(2))   
    • Urgent Needs (URG); Activities that alleviate emeregency conditions of recent origin which pose a serious and immediate threat to the health or welfare of the comunity (24 CFR 570.208(c))
  •  Applicants must provide services that serve persons at 80% of Area Median Income (AMI
  • Persons receiving service must reside in Davis County Urban County Entitlement Area
    • Bountiful, Centerville, Clinton, Farmington,Fruit Heights, Kaysville, N. Salt Lake, S. Weber, Sunset, Syracuse, W. Bountiful, W. Point, Woods Cross, Unicorporated Davis County. (excludes Clearfield and Layton Cities CDBG Entilement Areas

  • Nonprofit Applicants must submit
    • proof of 501(c)3 status with the state and IRS;
    • a copy of their most recent Federal Single Audit,(if receiveing over $500,000 in total Federal support) 
  • All applicatns must submit proof of current SAM.gov registration/CAGE code and DUNS number.
  • Davis County requests that organizations that attach their adopted Federal Award's Policy to the required documents so that the County can ensure compliance with 2 CFR 200.  

Requests for services outside of this scope will be considered but may not be funded at this time due to the amount of funds available, needs and/or capacity to carry out services due to the COVID-19 Pandemic.

Please Read through the following: 

  • Please be aware that organizations must fill out one (1) application per activity/project for which you are requesting funds.
  • The County will consider multiple requests from agencies, but may not fund all requests. The amount of one-time CDBG-CV funds for COVID-19 relief are limited;
  •  Organizations must add any addtional anticipated Federal, State or private financial resources to the budget narrative.

Organizations must comply with all requirements of 2 CFR 200. In addition , direct costs incurred with CDBG funding must comply with 2 CFR 200.413; and all activiites must meet the Cost Allowablity as found at 2 CFR 200.403.

Organizations will be reimbursed for justified expenses utilizing only County provided reimbursement forms for staff time and activity costs. All activites must demostrate a benefit through the demographic reporting tool found in ZoomGrants.  Failure to utilize any of these tools may result in non-payment for part or all of re-imbursable activities.
