This application site is for solicitations for funding using Fair Housing Implementation Council (FHIC) funds for Fair Housing Activities. This solicitation focuses on Public Service programs. Only programs located in or serving residents of the Twin Cities 7-County metropolitan area will be considered.

Solicitations must be received by the application deadline specified and contain all required components to be eligible for review. This is an open, competitive process to award available resources based upon satisfaction of the described criteria. Submission of an application does not guarantee funding.

The ad hoc FHIC was established in 2002 to coordinate efforts to affirmatively further fair housing throughout the metro area. Most of the funding members administer the federal Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG) and/or Housing for Persons with AIDS (HOPWA) programs. As recipients of therse federal funds, the entitlement jurisdictions are required to take steps to affirmatively further fair housing as part of the obligations they assume when they accept these funds.

Funding members of the FHIC include the counties of Anoka and Hennepin, the Community Development Agencies of Carver, Dakota, Scott, and Washington Counties, the Metro HRA (Metropolitan Council), Ramsey County HRA, and the Cities of Bloomington, Eden Prairie, Minneapolis, Plymouth, Saint Paul, and Woodbury.

FHIC soliciations should focus on one or or both of the two goals listed below, which are further outlined in the 2020 Analysis of Impediments to Fair Housing Choice (AI) Fair Housing Goals and Priorities Section document found in the document library/resource documents tab.

  • Goal 3: Support homeownership for households of color.
  • Goal 6: Ensure equal access to housing for persons with protected characteristics, lower-income, and homeless.

Solicitations must address one or more Fair Housing Impediments identified in the most recent 2020 AI, which is a thorough examination of structural barriers to fair housing choice and access to opportunity for members of historically marginalized groups protected from discrimination by the federal Fair Housing Act, which can be found here: https://www.dakotacda.org/fair-housing/fair-housing-implementation-council/  All potential applicants are encouraged to contact staff to discuss their project and potential uses of available resources as soon as possible. Applicants for funding must demonstrate the following:

  • The respondent must be able to comply with the proposed performance schedule (January 2023-December 2023) for this project. The respondent must also have the necessary experience, organizational capacity, technical qualifications, skills, or have the ability to obtain and to manage any subcontractor arrangements.
  • The respondent must not be debarred from receiving federal contracts pursuant to the provisions of 31 U.S.C. 6101, note, E.O. 12549, E.O. 12689, 48 CFR 9.404, and each agency’s codification of the Common Rule for non-procurement suspension and debarment.  The FHIC will verify non-debarment status.
  • The respondent must have all insurance required by the current FHIC Fiscal Agent at the time of award, as well as follow the Standard Assurances and Provisions for Federally Funded Contracts.
  • Respondents will be required to fill out a lobbying acknowledgment form and FHIC staff will be required to fill out a conflict-of-interest form.

FHIC members will evaluate applications received for consistency with federal requirements and priorities established in the Analysis of Impediments (AI). Submission of an application does not guarantee funding. Acceptable applications are those that are received on time, address one or more priority goals, meet all applicable requirements contain all the required components, and can be completed in a timely manner. Please provide the following information for your organization. As an Applicant in the ZoomGrants system, you will only have to complete this information once. Project applicants are required to have an active Unique Entity Identifier (UEI) and an active registration in the Central Contractor Registration (CCR)/System for Award Management (SAM.gov) to apply for funding under the HUD CPD CDBG and HOME programs. SAM.gov has replaced the Data Universal Numbering System (DUNS) with UEIs as a unique identifier for entities throughout the federal awarding lifecycle, in SAM.gov, in other Integrated Award Environment (IAE) systems, on required forms, and in downstream government systems. Registering for an UEI on SAM.gov is free of charge. How do I get a Unique Entity Identification (UEI)? The Unique Entity ID is assigned automatically to entities when they request a Unique Entity ID or register on SAM.gov. If your organization does not yet have a UEI number (or if it is unknown) visit SAM.gov to start the process of requesting a number. You will need your entity’s legal business name and physical address. A post office box may not be used as your physical address. The system may also ask for your date of state of incorporation for entity validation. Some entities may be asked to provide additional business documents to establish their identity. If your organization already has a DUNS number and an active account on SAM.gov, then you already have a UEI assigned and you do not need to take action. To find your organization’s UEI you can log into your SAM.gov account and find the UEI that has been assigned to your organization.

What is a SAM CAGE Code and how do I get one? SAM stands for System for Award Management, which is the primary registrant database for the U.S. Federal Government. SAM collects, validates, stores, and disseminates data in support of agency acquisition missions. Every organization receiving federal funds must be registered in SAM. The assignment of your Unique Entity ID does not impact your CAGE/NCAGE code. CAGE codes will still be available and used on SAM.gov registration records.
