Beaverton seeks to support community-based organizations that serve immigrant and refugee communities by providing targeted assistance that connects new and long-term residents with local, regional, and statewide resources. The City will prioritize programs that directly serve individuals and families impacted by Immigration & Customs Enforcement (ICE) detainment.

The City seeks organizations located within Beaverton that have established relationships with immigrant and refugee communities and operate assistance programs that can be scaled to meet growing service demands.

Beaverton is widely recognized as one of Oregon's most diverse and multicultural cities, with a population that reflects a broad range of racial, ethnic, and linguistic communities. By partnering with culturally specific and community-centered organizations, the City aims to reduce disparities, promote belonging, and strengthen the social and economic resilience of immigrant and refugee communities. This investment reflects the City's broader commitment to equity and inclusion, ensuring that all residents - regardless of origin, language, or immigration status - have the opportunity to participate fully in community life.

Council Priorities and Requirements [hide this]

The City of Beaverton is seeking proposals from qualified community-based organizations located in the City of Beaverton that provide direct services to immigrants and refugees. These services are intended to help Beaverton residents navigate existing assistance programs as well as meet the increasing demand for safety and security. The services provided may include, but are not limited to, food assistance, immigration legal services and education, housing preservation, medical care, translation and language support, civic education, and other services that help individuals navigate available state and federal programs and requirements.

It is the City's preference that the selected grantee offer towing and transportation-related assistance to individuals impacted by Immigration & Customs Enforcement (ICE) detainment. This may include reimbursement for towing expenses, transportation coordination, assistance connecting individuals with appropriate mobility resources, and other related supports necessary to ensure residents can access essential services after a family member has been detained.

The City will prioritize nonprofit organizations that can rapidly deploy funds and demonstrate the capacity to provide direct services or financial assistance to community members on an accelerated timeline. Applicants must show clear capacity to expend the full grant award including sufficient staffing, operations, partnerships, and systems that support expedited service delivery and payments.

The application window will open at midnight on Friday, April 17th and close at midnight on Friday, May 1st. Funding will be issued to the selected community-based organization before June 30, 2026.

Detailed Specifications

The selected grant recipient must provide two or more of the following services in accordance with all relevant standards and regulations:

A. Towing Assistance: Provide assistance to retrieve a vehicle towed as the result of ICE detainment. All towing assistance must comply with Washington County towing regulations. Services may include:

1. Direct financial assistance to retrieve a vehicle towed to an impound lot.
2. Assistance navigating the vehicle retrieval process.
3. Coordinate alternative transportation options for those left without a vehicle.

B. Food Assistance: Provide access to nutritious, culturally appropriate food. All food assistance programs must comply with local health and safety regulations. Services may include:

1. Food pantry operations
2. Meal delivery services
3. Enrollment assistance in the State Nutrition Assistance Program (SNAP)

C. Immigration Legal Services and Education: Offer legal assistance and educational resources to immigrants. All legal services must be provided by licensed attorneys or accredited representatives. Services may include:

a. Legal consultations and representation
b. Workshops on immigration laws and rights
c. Assistance with documentation and applications

D. Housing Preservation: Support individuals and families in maintaining stable housing. All housing services must comply with local housing codes and regulations. Services may include:

a. Rental assistance programs
b. Foreclosure prevention counseling
c. Assistance with existing supportive housing services through Washington County or the State of Oregon

E. Medical Care: Provide access to medical care. All medical services must be provided by licensed healthcare professionals and comply with HIPAA regulations. Services may include:

a. Assistance connecting individuals with primary care, mental health, or other medical services
b. Health education and wellness programs

F. Translation and Language Support: Offer translation and interpretation services to non-English speakers. All translation and interpretation services must be provided by certified professionals. Services may include:

a. Document translation
b. In-person and remote interpretation
c. Language education programs

G. Civic Education: Educate residents about their civic rights and responsibilities. All civic education programs must comply with local, state and federal law. Services may include:

a. Workshops on civic engagement
b. Information sessions on local government and public policy including Know Your Rights trainings

H. Other Services: Help immigrants and refugees navigate available state and federal programs and requirements. All additional services must comply with relevant local, state, and federal regulations. Services may include:

a. Assistance with applications for public benefits
b. Information and referral services
c. Advocacy and support services

Service and Delivery Requirements [hide this]

Service Requirements
The selected community-based organization must meet the following service requirements:

A. Services funded through this program must be delivered from a Beaverton-based location.
B. Provide services in a culturally competent and inclusive manner.
C. Ensure all staff are properly trained and certified as required by their respective fields.
D. Maintain accurate and confidential records of all services provided.
E. Submit regular reports to the City of Beaverton detailing service delivery and outcomes.
F. Participate in regular meetings with City of Beaverton staff to review progress and address any issues.
G. Organizations must maintain the operational capacity necessary to provide timely assistance, including cash payments, reimbursements, and other direct-to-community support.
H. Allocate at least 85% of grant funds toward direct services or direct financial assistance to community members. Limit administrative and overhead costs to no more than 15% of the total grant award, unless your organization uses an indirect rate approved by a federal agency.

For the purposes of this grant, "direct services" refers to activities and assistance provided directly to, or on behalf of, community members - such as financial assistance, program services, transportation support, towing-fee reimbursement, case support, and other direct benefits. "Administrative costs" refers to indirect or organizational expenses that support general operations but are not tied to the direct delivery of services.

At the discretion of the City, the applicant may be required to engage in support with the Oregon Startup Center’s Non-Profit Incubator, including any participation in required services, technical assistance, and any related reporting requirements.

Delivery Requirements

The selected community-based organization must adhere to the following delivery requirements:

A. Services must be available to residents of Beaverton, OR.
B. Services must be accessible to individuals with disabilities.
C. Services must be provided in multiple languages as needed.
D. Services must be available during regular business hours, with some services available during evenings and weekends as needed.

The City of Beaverton reserves the right to modify the scope of work as needed to meet the needs of the community. The selected community based organization will be expected to work collaboratively with the City to ensure the successful delivery of all services outlined in this scope of work.

Below is a general description of budget line items: Personnel Services - Total salary for program employees. Describe as Full Time Equivalency (FTE). Office Supplies - Items such as paper, pencils, ledgers, and similar items. Operating Supplies - Supplies which are used in the operation of the program (paint, hand tools, building supplies). Communications - Telephone and related charges for direct program administration only. Travel & Training - Costs of travel, training, private auto mileage and miscellaneous travel expense. Legal & Public Notices - Costs incurred for notices in newspapers and related media. Capital Outlay - Includes office, laboratory, or other authorized equipment. Relocation Expenses - Costs involved in moving individuals, families, businesses, farm operations and nonprofit organizations displaced as the result of an ICE detainment. Towing Assistance Services – Costs associated with towing, vehicle retrieval, storage, and related services provided to individuals whose vehicles have been impounded or abandoned as a result of ICE detainment. Other - Any other costs not otherwise classified above. Cost estimates should be provided by appropriate technically skilled personnel.
