The Bexar County Notice of Funding Availability (NOFA) application is available for the Community Development Block Grant, HOME Investment Partnerships Program, and the Emergency Solutions Grant. Bexar County administers these three grants through the US Department of Housing and Urban Development (HUD). The Community Development Block Grant develops viable urban communities and expands economic opportunity for low to moderate income people. The HOME Investment Partnerships Program develops and expands the supply of decent, affordable housing for low income families. The Emergency Solutions Grant assists homeless or at risk of homelessness individuals and families to regain housing stability.
The application is divided into different sections, with some sections specific to each grant. Applicants will complete one application for each project. Applicants may apply for funding for more than one project, however separate applications must be submitted for each project and the agency must identify which project is a funding priority.
Only complete applications submitted by the deadline will be accepted. All applications must be submitted by 11:59 PM on April 8, 2021. Bexar County Community Development staff will review all applications for completeness and eligibility before applications are scored by the independent scoring committee. If additional information and/or documents are needed, staff will request the additional information from the applicant. The applicant will have 10 calendar days to provide the additional information. If your agency is applying for HOME funds as a Community Housing Development Organization (CHDO), your agency will be asked to submit additional documents in order to determine that the agency meets HUD’s CHDO criteria.
All applicants are required to have a DUNS number and an active System for Award Management (SAM) registration. The DUNS number must be entered on the application and a copy of the current SAM registration must be attached to the application.
