The King County Department of Community and Health Services’ (DCHS) Behavioral Health and Recovery Division (BHRD) is pleased to release this Request for Proposal (RFP) for the BHRD Youth Support Services RFP. This RFP and the resulting grants will foster connection, build support, and link young people to needed behavioral health support and substance use services.

PERIOD OF PERFORMANCE:

January 1, 2026 - December 31, 2027

Pre-proposal Information Session: September 11, 2025 | 11 a.m. - 12:30 p.m.

The Information Session will be recorded, and recording will be uploaded to Zoomgrants Library.

Final Day to Submit Questions: October 6, 2025, 2:00 PM (PST)

Proposals Due: October 15, 2025 by 2:00 PM (PST)

Responses Reviewed: October 14, 2025 - October 27, 2025

Award Announcemen: November 2025

Anticipated contract start date: January 1, 2026

COMMUNICATION:

All documents to be submitted in response to this RFP should be uploaded through ZoomGrants.

The Procurement Lead is the sole point of contact for this procurement. All communication regarding the subject matter of this opportunity between the applicants and DCHS upon release of this RFP must be through ZoomGrants or the Procurement Lead, as follows:

Any other communication will be considered unofficial and non-binding on DCHS. Applicants are to rely on written statements issued by the Procurement Lead. Communication directed to parties other than the Procurement Lead on this opportunity may result in disqualification of the applicant.

Proposers are advised to review these documents in their entirety for guidance on the purpose, requested program models, application questions, and deadlines. Proposers are responsible for regularly checking ZoomGrants for any updates, clarifications, or amendments that may be uploaded.

Interested parties may submit questions in writing prior to the date and time indicated in the RFP schedule through the Contact Admin tab in ZoomGrants. The DCHS response to all questions received will be posted as an RFP addendum on ZoomGrants.

If potential Applicants experience technical difficulties with ZoomGrants leading up to the due date, please email your Proposal to the RFP Lead directly to avoid a late submission.

Proposers are encouraged to complete their Proposals early to avoid any difficulties or errors in submission. DCHS is not responsible for any technical difficulties that an Proposer may experience, and late submissions may result in rejection of Proposal.


Eligibility  [hide this]

Eligible Proposals must meet the following minimum eligibility criteria:

For-profit and nonprofit organizations, Community-Based Organizations, tribes and tribal organizations and public or governmental agencies serving communities in King County. Small nonprofits, people of color-led organizations, Native and Indigenous community-led organizations, organizations led by LGBTQ+ leaders serving LGBTQ+ community, other culturally specific organizations, and small Community-Based Organizations are encouraged to submit a proposal. Organizations may partner to submit one application as a partnership, but one organization must be designated as the lead for the application.

The following applications will be prioritized during review:

1. Having at least five years experience with historically underserved youth and young adults of diverse race, ethic, and cultural backgrounds.

2. Experience with developing and operating programs that are adolescently appropriate, and evidence-informed.

3. Experience with delivering outreach and engagement services that address unique behavioral health and substance use needs across multiple  systems.
