The King County Department of Community and Health Services’ (DCHS) Behavioral Health and Recovery Division (BHRD) is pleased to release this Request for Proposal (RFP) for the 2026 – 2027 MIDD Community Driven Behavioral Health Grants. This RFP and the resulting grants continue MIDD’s focus on supporting Community-Driven Behavioral Health services and strategies in King County and advances MIDD’s policy goal to “increase culturally relevant, trauma-informed behavioral health services.” Behavioral health is defined to include both mental health and substance use disorder services.

Proposers are advised to review these documents in their entirety for guidance on the purpose, requested program models, application questions, and deadlines. Interested parties may submit questions in writing prior to the date and time indicated in the RFP schedule through the Contact Admin tab in ZoomGrants. The DCHS response to all questions received will be posted as an RFP addendum on ZoomGrants.

If potential Applicants experience technical difficulties with ZoomGrants leading up to the due date, please email your Proposal to the RFP Lead directly to avoid a late submission.

Applicants are encouraged to complete their Proposal early to avoid any difficulties or errors in submission. DCHS is not responsible for any technical difficulties that an Applicants may experience, and late submissions may result in rejection of Proposal.


Eligibility  [hide this]

Eligible Proposals must meet the following minimum eligibility criteria:

  1. Submit a full and complete proposal:
    • Complete all Summary and Narrative questions in ZoomGrants,
    • Complete and upload Attachment C: Budget,
    • Complete and upload Attachment D: Workplan. 
  2. Qualify as a Small Organization as defined in Section IX. Glossary of Terms of the RFP, with at least two (2) years of experience informing, engaging, assisting and providing culturally and/or linguistically responsive behavioral health services or programming to Black, Indigenous, People of Color (BIPOC), low-income, immigrant, refugee and/or LGBTQI+ community members.

The following applications will be prioritized during review:

  • Small(er) organizations with ten (10) full-time equivalent (FTE) staff or fewer and an operating budget of $2 million or less in the prior fiscal year will receive an additional five (5) points during the review process.
  • Proposals that design or strengthen, and implement creative, innovative, culturally, and linguistically responsive approaches;
  • Proposals that clearly articulate the community identified behavioral health needs within the community to be served and demonstrate how the proposal responds to those needs; and
  • Organizations that are working to build behavioral health capacity within the communities to be served.
