OVERVIEW:

The King County Department of Community and Human Services (DCHS) is pleased to release this Request for Proposals (RFP) for Capacity Building and Technical Assistance Funds for Jurisdictions with funding from the Crisis Care Centers Levy (CCC Levy).

This RFP will provide grants to King County jurisdictions so that they are able to support operators’ early planning and preparation for Crisis Care Centers. The funding is intended to offset eligible costs incurred by cities and tribes that are supporting operators that are exploring, planning, or preparing to site Crisis Care Centers in their communities. Funds will help jurisdictions partner with operators to determine readiness to host a Crisis Care Center facility. This funding opportunity is part of Strategy 5 of the CCC Levy Implementation Plan, which includes a focus on jurisdictional readiness and support for siting Crisis Care Centers. Proposers are encouraged to review the Implementation Plan for additional context and details.

September 19, 2025 by 2:00 PM Pacific Time

Please review the entire RFP document for other important dates. This RFP has open and continuous acceptance: King County will begin evaluation of Proposals for this RFP on the Due Date stated above and will continue to evaluate all Proposals received after this date on a regular basis subject to funding availability as detailed in Section VII.A. Timeline.

COMMUNICATION:

All documents to be submitted in response to this RFP should be uploaded through ZoomGrants. If Proposers experience technical difficulties close to the time Proposals are due, please email the Proposal directly to the RFP Lead to avoid a late submission.

The RFP Lead is the sole point of contact for this solicitation. All communication regarding the subject matter of this opportunity between the Proposer(s) and DCHS upon release of this RFP must be through ZoomGrants or the RFP Lead, as follows:

Eligibility and Exclusions  [hide this]

This funding opportunity is open to cities and Tribes with siting authority within King County. Jurisdictions of all sizes are encouraged to apply, including those with limited resources or experience in Behavioral Health facility siting. Funding is intended to support local governments in advancing equitable, community-centered planning for Crisis Care Center facilities.

A. Eligible Proposers

Cities and Tribes with siting authority located in King County CRZs that do not have a designated Regional Crisis Care Centers under development or operation.

As of July 25, 2025:

  1. Jurisdictions in the East and South CRZs are eligible to apply for these funds.

  2. Jurisdictions in the North CRZ are not eligible to apply for funding to support a Regional Crisis Care Center, as this zone already has a designated Regional Crisis Care Center.

  3. Jurisdictions in the Central CRZ are not eligible to apply for this funding to support a Regional Crisis Care Center.

  4. All jurisdictions are eligible to apply for funding to support the Youth Crisis Care Center regardless of existing Regional Crisis Care Center locations.

B. Ineligible Activities

  1. Construction, renovation, or capital improvements.
  2. Any request to offset costs incurred by other parties (e.g., nonprofit partners or vendors).
  3. Permitting or application fees (unless part of a feasibility or readiness analysis).
  4. Costs incurred prior to January 1, 2025.
  5. Other jurisdiction costs that cannot be directly attributed to Crisis Care Center siting.
  6. Activities related to siting or developing other types of CCC Levy-funded facilities (e.g., Mental Health Residential Treatment Facilities).
