OVERVIEW:  

The King County Department of Community and Health Services (DCHS) Housing and Community Development Division (HCDD) is pleased to release this Request for Proposal (RFP) to support new investments designed to promote maintenance, repairs and improvements needed for existing Family Child Care Facilities (FCCF). This Family Child Care Facilities Fund (FCCFF) RFP will support these investments through the Puget Sound Taxpayer Accountability Account (PSTAA) Early Learning Facilities (ELF) funding category.

PROCUREMENT TIMELINE:

Pre-Application Conference: August 5, 2025 | 11:00 a.m. - 12:00 p.m.

Pre-Application Due: August 13, 2025 

Full Application Questions Due: August 22, 2025 | 2:00 p.m.

RFP Responses Due:  September 3, 2025 | 2:00 p.m.

Proposers are advised to review these documents in their entirety for guidance on the purpose, requested program models, application questions, and deadlines. Minimum Qualifications  [hide this]

This RFP is open to all exisiting home-based licensed child care providers serving communities in King County. All home-based child care providers providing subsidized child care slots/ spaces such as Working Connections Child Care (WCCC), Early Childhood Education Assistance Programs (ECEAP), and other subsidies.

Pre-Application Process: Pre-Applications are mandatory and will be reviewed for applicant eligibility and alignment with minimum qualifications below to determine if the applicant will move on to the full Application.

MINIMUM QUALIFICATIONS:

Eligible Applicants must also meet the following requirements and criteria during the pre-application process to move forward with the full application process:

  1. The project will preserve or add subsidized spaces.
  2. The project will improve and/or enhance the overall health, safety, and quality of the learning environment.
  3. The project will enable meeting child care licensure compliance.

Additionally, eligible Applicants must meet the following minimum qualifications criteria:

  1. The Applicant has been operating the home-based child care for 2 or more years with a current child care license.
  2. The Applicant is the primary resident of the home-based child care facility.
  3. The Applicant has at minimum fifty percent current enrolled for the program.
  4. The Applicant has current enrolled subsidized participants in the program.


How to Submit Questions  [hide this]

Interested parties may submit questions in writing prior to the date and time indicated in the RFP schedule through the Contact Admin tab in ZoomGrants. The DCHS response to all questions received will be posted as an RFP addendum on ZoomGrants.

If potential Applicants experience technical difficulties with ZoomGrants leading up to the due date, please email your Application to the RFP Lead directly to avoid a late submission.

Applicants are encouraged to complete their application early to avoid any difficulties or errors in submission. DCHS is not responsible for any technical difficulties that an Applicants may experience, and late submissions may result in rejection of application.

Complete application packages must include the following:

  1. Pre-Application Questions
  2. Full Application Questions
  3. Budget
  4. Photos of intended project(s) spaces
  5. Copy of DCYF Child Care License
  6. Copy of Business License
  7. Proof of home ownership or lease
  8. Bid or estimates (not required, but highly encouraged)
