OVERVIEW:

The King County Department of Community and Human Services (DCHS) is pleased to release this Request for Proposals (RFP) for Short-Term Housing and Housing Resource Navigation for Trueblood and Trueblood Diversion Program Class Members with funding from Washington State Health Care Authority (HCA) and Phase V Trueblood Contempt Fine Funds Grant from Seattle Foundation (Phase V) and managed through the King County Behavioral Health and Recovery Division (BHRD).

King County recognizes the importance of housing in supporting the recovery and resiliency of individuals with behavioral health conditions, in particular, those who are part of/have been/or will likely be Trueblood Class Members.

Trueblood Class Member is being defined as any individual who is now or has a history of waiting in jail for either court-ordered evaluation of competency to stand trial or court-ordered admission for inpatient competency restoration services.   

This RFP seeks to fund one or more organization(s) to provide immediately available high support short-term housing, such as an enhanced shelter or transitional housing environment, and housing resource navigation support to the Trueblood Class Member population which includes individuals currently engaging with the Trueblood Diversion Programs in King County.

This request is open to for-profit and nonprofit organizations, Community-Based Organizations, tribes and tribal organizations and public or governmental agencies serving communities in King County. Small nonprofits, people of color-led organizations, Native and Indigenous community-led organizations, organizations led by LGBTQ+ leaders serving LGBTQ+ community, other culturally specific organizations, and small community-based organizations are encouraged to submit a proposal.  Organizations may partner to submit one application as a partnership, but one organization must be designated as the lead for the application.

Eligible Proposers must meet the following eligibility criteria:

  • Experience with serving Trueblood Class Members, individuals diverting from criminal prosecution to behavioral health treatment and/or discharged from crisis stabilization centers, or providing high-support services to individuals with significant mental health issues
  • Experience with developing and operating a housing environment
  • Experience with delivering housing resource navigation services
  • Possession of, or have detailed plan to attain appropriate, applicable licensure required for the program outlined in the Proposal.
