OVERVIEW:

Best Starts for Kids (Best Starts) and King County Department of Community and Human Services (DCHS) are pleased to release this Request for Proposals (RFP) to support Youth Development programs within King County.

This RFP seeks organizations that offer programs to develop youth leadership and engagement opportunities, mentoring, positive identity, and/or healthy and safe relationships.

Best Starts anticipates this RFP will be highly competitive:

  • Best Starts strongly encourages potential proposers to engage in technical assistance for help determining appropriate fit between a proposal and this funding opportunity. See RFP Section VII. Technical Assistance for full details.
  • Best Starts anticipates awarding an estimated 30 to 35 contracts as a result of this RFP, with individual contract values estimated to be a minimum of $100,000 and a maximum of $400,000.

Proposers must have a federal tax identification number and serve communities in King County. Organizations may partner to submit one proposal as a partnership, but one organization must be designated as the lead for the proposer.

The following are encouraged to apply:  

  1. Not-for-profit organizations (or fiscally sponsored by an organization) with 501(c)3 status (including community-based or faith-based organizations);
  2. For-profit entities;
  3. Tribes and tribal organizations; 
  4. Schools and school districts;  
  5. Public or governmental entities; and/or 
  6. Women of color-led organizations, small non-profit organizations, community-based organizations, or young people-led organizations serving in the South King County region. 

County departments or offices are not eligible per County Council mandate. Any organizations debarred (i.e., banned, disqualified, excluded) from receiving federal funds will not be awarded funding.
