OVERVIEW:

The King County Department of Community and Human Services (DCHS) is pleased to release this Request for Applications (RFA) for Behavioral Health and Recovery Division (BHRD) Capital Improvements with funding provided by the Mental Illness and Drug Dependency (MIDD) Behavioral Health Sales Tax Fund and Crisis Care Centers Levy.

The purpose of this RFA is to support organizations to make necessary capital improvements, repairs, renovations, and/or expansions in behavioral health treatment facilities located in King County. The goal of these improvements is to improve access to and availability of behavioral health services by assisting with costs associated with building repairs, renovations and/or expansion of existing behavioral health provider facilities.

TENTATIVE TIMELINE:

RFA Release Date: January 18, 2024
Initial Close Date: February 27, 2024 by 2:00 p.m. and quarterly thereafter until Final Close Date.
Quarterly Close Dates: June 28, 2024 by 2:00 p.m.; September 27, 2024 by 2:00 p.m.; December 27, 2024 by 2:00 p.m.; March 28, 2025 by 2:00 p.m.; July 31, 2025 by 2:00 p.m. (Final Close Date)

COMMUNICATION:

All documents to be submitted in response to this RFA should be uploaded through ZoomGrants.

The RFA Lead is the sole point of contact for this procurement. All communication regarding the subject matter of this opportunity between the applicants and DCHS upon release of this RFA must be through ZoomGrants or the RFA Lead, as follows:

Eligible Applicants must meet all of the following minimum qualifications:

  1. Applicant operates a facility that provides behavioral health services to King County residents, with the predominant population served being low-income King County residents.
  2. Facility is located in King County.
  3. Project must be a repair, Renovation, rehabilitation or an expansion project that will improve access, availability and/or quality of behavioral health services.
  4. Project site is owned or leased by Applicant organization.
  5. If leased, the Applicant organization must have owner support for proposed work, and should have property owner fill out Attachment B.
