OVERVIEW:

The King County Department of Community and Human Services (DCHS) is pleased to release this Request for Proposals (RFP) to local non-profit service provider agencies who are either: (1) interested in BSK funding opportunities; or (2) currently BSK funded. 

It is the intent of this RFP to solicit agencies who can support the efforts of the Youth and Family Homelessness Prevention Initiative (YFHPI) by providing a fulltime case manager to support King County households in maintaining housing stability using Progressive Engagement Case Management, Motivational Interviewing, and Flexible Funds where needed.

This RFP seeks proposals from community-based organizations (CBOs) who are interested in partnering with DCHS to prevent homelessness for youth under the age of 24 or households with youth ages birth to 24 who are at Imminent Risk of losing their housing and becoming homeless.  The BSK program being supported under this RFP is the YFHPI. 

DCHS strives to partner with organizations that are most able to effectively serve their communities. DCHS intends to award organizations that are best positioned to serve households and increase positive impacts on the children, youth, and families. DCHS works to fund services that reflect and mirror the unique culture of each household served.  This is accomplished through contracting with agencies that serve one or more of the diverse communities seen throughout King County. The goal in this expansion RFP is to solicit CBOs that work directly and intentionally with (1) members of the Native American/Alaskan Native communities, and/or (2) households with member(s) identifying as Lesbian, Bisexual, Gay, Transgender, Queer and/or Questioning (LGBTQ) to support their housing stability by preventing an imminent risk of homelessness in a culturally responsive manner. This expansion RFP is addressing gaps in services for these two populations that were not satisfied in the first release in February 2022.

The purpose of this RFP is to award up to two qualified applicants to implement YFHPI 2.0 by providing direct, culturally competent homelessness Prevention services comprised of Intensive Case Management services coupled with Flexible Funds in alignment with YFHPI 2.0 goals and objectives. The awardee(s) shall dedicate 1 Full-Time Equivalent (FTE) case manager solely devoted to the work of preventing homelessness, ensuring housing stability for households at Imminent Risk, and implementing the YFHPI model of Prevention and housing stability.  Successful applicants must clearly demonstrate the ability to serve Native American/Alaskan Native and/or LGBTQ communities.

This request is open to nonprofit organizations, CBO, tribes, and tribal organizations, and public or governmental agencies serving communities in King County. Small nonprofits and CBOs are encouraged to submit proposals.

The most qualified applicants will demonstrate the following: 

  1. A primary focus on the Native American/Alaskan Native community and/or the LGBTQ community;
  2. Ability to dedicate 1 FTE case manager solely devoted to the work of preventing homelessness, ensuring housing stability for households at Imminent Risk, and implementing the YFHPI model of Prevention and housing stability;
  3. Experience serving youth and families at Imminent Risk of homelessness;
  4. Applicant agency’s mission is to serve communities of color;
  5. Ability to provide services in languages spoken by populations identified as over-represented in the homelessness system and/or identified to be at the highest risk of experiencing homelessness;
  6. Competitive compensation as demonstrated by applicant’s Wage Sufficiency Plan;  
  7. Agree to meet the BSK YFHPI data collection requirements;
  8. Experience with tools that facilitate remote work; 
  9. Meet the requirements of the DCHS contract boilerplate; and 
  10. Are not debarred from receiving federal funds.
