The King County Department of Community and Health Services’ (DCHS) Behavioral Health and Recovery Division (BHRD) is pleased to release this Request for Proposal (RFP) for the 2023 – 2024 ARPA funded Rural – Mobile Behavioral Health and Outreach/Engagement. This RFP and the resulting grants will increase access and availability of behavioral health care in rural, unincorporated areas of King County through mobile outreach and engagement services, with a goal of enrolling / re-enrolling participants in ongoing BHRD and Medicaid-funded services.

This RFP will prioritize funding towards existing King County Integrated Care Network (KCICN)2
Providers in order that these providers can streamline enrollment into Medicaid funded services.
Funding is not limited to KCICN providers, however, and organizations that can demonstrate
strong linkages to Medicaid-funded services are eligible to apply.

Interested parties may submit questions in writing prior to the date and time indicated in the RFP schedule through the Contact Admin tab in ZoomGrants. The DCHS response to all questions received will be posted as an RFP addendum on ZoomGrants.

If potential Applicants experience technical difficulties with ZoomGrants leading up to the due date, please email your Proposal to the RFP Lead directly to avoid a late submission.

Applicants are encouraged to complete their Proposal early to avoid any difficulties or errors in submission. DCHS is not responsible for any technical difficulties that an Applicants may experience, and late submissions may result in rejection of Proposal.


Eligibility  [hide this]

Eligible Proposals must meet the following minimum eligibility criteria:

1. Be a current,  KCICN-contracted partner or designated partner of a KCICN contracted partner. KCICN partners may, in turn, include non-KCICN contracted partners in their request by including a letter of support, MOA, or intent to partner that describes the shared roles and funding between partners.

2.  Demonstrate knowledge and experience in providing outreach and engagement services to individuals with behavioral health conditions and subsequent enrollment of these individuals in Medicaid-funded services.

3. Demonstrated commitment to ESJ and working with marginalized communities most impacted by institutional and systematic racism.

The following applications will be prioritized during review:

  1. Current KCICN provider with expert knowledge of Medicaid-funded outpatient services,
    eligibility criteria, and enrollment practices
    .
  2. Applications that clearly articulate rural-community identified behavioral health needs and demonstrate how the proposal responds to those needs; and
  3. Organizations that are working to build behavioral health capacity within the communities to be served.
