This RFP seeks Community-Based Organizations that do not have a Medicaid license with the State Department of Health for Peer Support services and who wish to initiate or expand Peer Support services for King County residents living with behavioral health conditions and/or their family members. Organizations led by members of underrepresented communities in the behavioral health field are highly encouraged to apply.

PERIOD OF PERFORMANCE: 

July 1, 2022 to December 31, 2023

PROCUREMENT TIMELINE:

Pre-Proposal Conference:  May 10, 2022, 3:00 to 5:00 pm

Final Day to Submit Questions:  May 17, 2022, 5:00 pm

Final Day to Request Technical Assistance:  May 10, 2022

Proposals Due:  May 23, 2022 by 2:00 PM Pacific Time

COMMUNICATION: 

All documents to be submitted in response to this RFP should be uploaded through ZoomGrants.

The Procurement Lead is the sole point of contact for this procurement. All communication regarding the subject matter of this opportunity between the applicants and DCHS upon release of this RFP must be through ZoomGrants or the Procurement Lead, as follows:

Any other communication will be considered unofficial and non-binding on DCHS. Applicants are to rely on written statements issued by the Procurement Lead. Communication directed to parties other than the Procurement Lead on this opportunity may result in disqualification of the applicant.

Proposers are advised to review these documents in their entirety for guidance on the purpose, requested program models, application questions, and deadlines. Proposers are responsible for regularly checking ZoomGrants for any updates, clarifications, or amendments that may be uploaded.


Minimum Qualifications  [hide this]

Eligible applicants must meet the following minimum qualification:

  • Does not have a Medicaid license with the State Department of Health for Peer Support services.
  • Acknowledge Executive Order #ACO-8-28-EO mandating all King County Contractor workers providing on-site services at King County facilities or providing in-person services to the general public must be fully vaccinated against COVID-19.
  • Commitment to complete a two-part, online Federal Grants Subrecipient Training Course, to be scheduled by DCHS and completed by Subrecipient after award, contract execution, and prior to first payment.

Interested parties may submit questions in writing prior to the date and time indicated in the RFP schedule through the Contact Admin tab in ZoomGrants. The DCHS response to all questions received will be posted as an RFP addendum on ZoomGrants.

If potential Proposer(s) experience technical difficulties with ZoomGrants leading up to the due date, contact the Help Desk in ZoomGrants for assistance, and/or reach out to the Procurement Lead directly to avoid a late submission.

Proposer(s) are encouraged to complete their Proposal early to avoid any difficulties or errors in submission. DCHS is not responsible for any technical difficulties that a Proposer(s) may experience, and late submissions may result in rejection of Proposal.
