The Salt Lake County Zoo, Arts and Parks Program offers this competitive grant opportunity for organizations that provide Salt Lake County with arts and cultural experiences. The Utah Legislature with the public's vote has authorized the collection of a 1/10th of 1% sales tax initiative that enhances public financial support of Utah's private nonprofit artistic, botanical, cultural, and zoological organizations.

Tier I Purpose: Tier I funding should be utilized to build organizational capacity, to create stability, and to provide adequate predictable support. Tier I Competitive Process: Organizations that apply and qualify as a Tier I organization are not guaranteed funding. According to the Act, 45% of Zoo, Arts and Parks revenues will be distributed to no more than twenty-two (22) qualified Tier I organizations. Applicants not recommended as one of the twenty-two (22) organizations are encouraged to apply for Tier II funding.

Zoological Purpose: Zoological funding should be utilized to build organizational capacity, fund zoological facilities, to create stability and to provide adequate predictable support. Zoological Competitive Process: Competitive Process: Applicants that apply and qualify as a zoological facility or organization are not guaranteed funding. According to the Act, 16% of ZAP tax revenue collected by the County shall be distributed by the County Council to support no more than three zoological organizations or facilities located within the county.

Organizations that receive Zoo, Arts and Parks funding in Tier I and Zoological categories enhance economic development for the entire state, have professional staff, and often serve as ambassadors to Utah. Their activities are available to all Salt Lake County residents and visitors.

  • Tier I Requirements: The Zoo, Arts and Parks (ZAP) Program provides funding for twenty-two (22) large cultural organizations under the Tier I category. Tier I funding is available to arts, cultural, natural history and botanical organizations with three-year qualifying expenditures averaging $378,300 or more. Eligible applicants must also complete and upload the ZAP Qualifying Expenditures Worksheet (xls) that can be downloaded from the Resources Section/Tab.
  • Tier I Organizations must pass the ZAP Program’s minimum financial health criteria on a regular basis. Weak or negligent financial management could be grounds for exclusion.
  • Stability of the 22 organizations is an important factor in Tier I funding.
  • These 22 organizations must have a preponderance of activities that are within their eligible disciplines and not just have some element of cultural, or botanical activities.
  • An organization will not qualify to receive Tier I funding unless it has its headquarters in Salt Lake County and manages and presents activities within Salt Lake County.
  • Tier I organizations must abide by accepted nonprofit ethical and professional standards that are approved by the organization's governing board.
  • Zoological Requirements: The Zoo, Arts and Parks (ZAP) Program provides funding for three (3) zoological organizations under the Zoological category. Zoological funding is available to no more than three organizations with qualifying expenditures greater than $1.5 million. Eligible applicants must also complete and upload the ZAP Qualifying Expenditures Worksheet (xls) that can be downloaded from the Resources Section/Tab.
  • An applicant will not qualify to receive ZAP zoological funds unless it has a significant presence in Salt Lake County and serves an audience of 75,000 or more persons annually.
  • An applicant will not qualify to receive ZAP zoological funds unless it passes the ZAP Program’s minimum financial health criteria on a regular basis. Weak or negligent financial management could be grounds for exclusion.
  • An applicant for ZAP zoological funds must abide by accepted nonprofit ethical and professional standards. This includes adopting and implementing standards issued by the Utah Nonprofits Association, Association of Zoos and Aquariums, OR similar ethical standards. Restrictions  [hide this]

Radio, television broadcasting networks or stations, cable communication systems, magazines and newspapers are ineligible for funding. Per Countywide Policy, ZAP CANNOT fund:

  • Expenses NOT related to cultural, botanical, or zoological activities
  • Performances, events, and activities that take place OUTSIDE Salt Lake County
  • Activities not available to the general public (e.g. university or college program organized primarily for student populations)
  • Endowments, cash reserves, or saving account funds
  • Accumulated deficits or debt retirement
  • Capital improvements
  • Lobbying Expenses
  • Scholarships, purchase of awards, cash, or prizes
  • Public schools &/or school programs (K-12) or hiring of temporary or permanent staff in any school or school system
  • Non-cultural celebratory activities (no parties)
  • Re-granting, sub-granting, fellowships, and fiscal sponsorship
  • Educational institution whose annual revenues are directly derived more than 50% from state funds
  • Activities that are primarily religious in purpose or promote a religious viewpoint
  • Magazines or newspapers
  • Radio or television broadcasting network or stations, or cable communications systems
  • Activities intended primarily for fundraising
  • Recreational, rehabilitative or therapeutic programs
  • Social service programs
  • Fireworks
  • Sister-city programs
  • Rodeos
  • If your organization funds ANY of these activities, they MUST be backed out on your Qualifying Expenditures Worksheet.
