The Salt Lake County Zoo, Arts and Parks program offers this competitive grant opportunity for organizations that provide Salt Lake County with arts, cultural, and historical experiences.

History: The Utah Legislature with the public's vote has authorized the collection of a 1/10th of 1% sales tax initiative that enhances public financial support of Utah's private nonprofit artistic, botanical, cultural, and zoological organizations. This application is for those organizations not funded through Tier I.

Tier II Funding Purpose: The Tier II funding should be utilized to build organizational capacity and enhance the County's cultural offerings to the community. It also strives to encourage county municipalities, metro townships and unincorporated community councils to increase their funding of their respective local arts councils and cultural organizations within their communities.

Priority: Tier II funds should not be the sole source of funding received by applicant organizations. It is expected that organizations will also seek funding or grants from other agencies or sources (i.e. Utah Division of Arts & Museums, foundations, corporations, businesses, individuals, etc.) Priority consideration will be given to organizations that...
  • can solicit and receive matching cash funds;
  • can demonstrate a strong connection to the community;
  • have a substantial track record;
  • and clearly demonstrate their ability to implement the described project(s) and/or operation(s).

    Competitive Process: Obtaining ZAP funding is a competitive process; generally not all applications will receive funding. Past funding does not guarantee future funding.

    This application is due by Friday, March 29, 2019 at 3:00 PM MST. No late applications will be accepted.

    Organizations funded in Tier II must be organizations with valid 501(c)3 status --OR-- be a local arts/cultural agency affiliated with a municipality or township.

    Organizations requesting $15,000 or less may not receive more than 50% of their annual operating budget, or their most recently completed fiscal year, from ZAP funds.

    If applying for over $15,000, there are additional requirements...
    Funding requests over $15,000 require certified reviews or audits that are in accordance with generally accepted U.S. auditing standards:

    • Requests between $15,001 and $29,999 require a certified REVIEW of operating expenses for the most recent completed fiscal year by an independent accountant.
    • Requests between $30,000 and $59,999 require a certified AUDIT of operating expenses for the most recent completed fiscal year.
    • Requests from $60,000 and above require 3 consecutive years of certified AUDITED FINANCIAL STATEMENTS.
    • In addition, requests over $15,000 require you to submit a peer review letter from your CPA firm. This letter is a review of your CPA's processes; it is not the letter from your audit. Ask your CPA for a copy of this letter.

    For requests over $15,000: Your required financial documents must be submitted no later than May 17, 2018.

    If these documents are not submitted by end of day May 17, 2019, the application will not be considered for more than $15,000 and may be disqualified..

    Please note: Tier II applicants may apply and qualify for over $15,000 only after the organization has received ZAP funding (in either Tier I or Tier II) for three (3) consecutive years. Contact ZAP staff if you have any questions about these requirements. We are here to help!

    Per policy, ZAP CANNOT fund:

    • Expenses NOT related to cultural, botanical, or zoological activities
    • Performances, events, and activities that take place OUTSIDE Salt Lake County
    • Activities not available to the general public (e.g. university or college program organized primarily for student populations)
    • Endowments, cash reserves, or saving account funds
    • Accumulated deficits or debt retirement
    • Capital improvements
    • Lobbying Expenses
    • Scholarships, purchase of awards, cash, or prizes
    • Public schools &/or school programs (K-12) or hiring of temporary or permanent staff in any school or school system
    • Non-cultural celebratory activities (no parties)
    • Re-granting ,sub-granting, fellowships, and fiscal sponsorship
    • Educational institution whose annual revenues are directly derived more than 50% from state funds
    • Activities that are primarily religious in purpose or promote a religious viewpoint
    • Magazines or newspapers
    • Radio or television broadcasting network or stations, or cable communications systems
    • Activities intended primarily for fundraising
    • Recreational, rehabilitative or therapeutic programs
    • Social service programs
    • Fireworks
    • Sister-city programs
    • Rodeos
