Project Eligibility: Proposers must identify the project type on the first page of the application and specify the amount of financial assistance for which they are applying. During the process, the County anticipates entering Best and Final Offer (BAFO) discussions with one or more proposers that may include requests for additional information, supplemental documentation, or funding negotiations to maximize the use of these finite resources. Previously awarded projects that are adding more units are eligible to apply in subsequent rounds.  Project financial feasibility will include a preliminary review of financial statement provided in the applicant response. Projects determined to be financially feasible will advance to the evaluation panel for review. Proposers with the intent to apply for Low Income Housing Tax Credits (LIHTC) must list on the project budget in the application. Projects seeking local support must be noted in the financial section in the application. Pima County may limit the award to the minimum local match amount required by the Arizona Department of Housing (ADOH). If the project is not awarded LIHTC, Pima County may retract the award.  Projects that applied for LIHTC and are not awarded are eligible to reapply for Pima County Gap Funding in the future. Pima County reserves the right to retract and reallocate the award if the project is not invoiced within 24 months post contract.

New Development Rental projects are limited to those that will remain affordable to low-income households at or below 80% Area Median Income (AMI) for a minimum of 30 years.

New Development Homeownership projects are limited to those that will remain affordable to low-moderate income households with income at or below 80% AMI with a 20-year minimum affordability period.

Existing Projects: Preservation, Rehabilitation, Acquisition, and/or Adaptive Re-Use projects are limited to those that remain affordable to low-income households at or below 80% AMI for a minimum of 30 years.

New Development Bridge and/or Transitional Housing projects are limited to helping the homeless/unhoused that add capacity to the current stock (i.e. new construction or renovation).

Eligible Uses for the County Gap Funding include: (1) Acquisition costs directly related to construction and/or preservation of affordable housing units that will remain affordable to low-to-moderate income families for a minimum of 30 years (20 years for Homeownership). (2) Site improvements directly tied to construction or renovation of affordable housing units that will remain affordable to low-to-moderate income families for a minimum of 30 years (20 years for Homeownership). (3) Construction and/or renovation of affordable housing units that will remain affordable to low-to-moderate income families for a minimum of 30 years (20 years for Homeownership).

Ineligible Uses for the GAP funds include but are not limited to Construction and acquisition of housing units that will not remain affordable to low-to-moderate income families at the required AMI or will not remain affordable through a deed restriction or lien for a minimum of 30 years. Construction or acquisition funds for commercial use property (with exception of multi-family housing units). Construction or acquisition of commercial property, except multi-family housing units. Miscellaneous use includes but is not limited to repair or construction of wet bars; barbecue pits; bathhouses; carpeting for kitchens, bathrooms, or patio; dumbwaiters; greenhouses; hot tubs or spas; outdoor fireplaces, or fire pits; swimming pools or swimming pool decks; television antennae; tennis courts; and any project costs deemed as nonessential by the County.  Any items ineligible for depreciation under current federal tax regulations, except land acquisition and land improvement costs directly related to the development of affordable housing. Any items that are not designed with a useful life of at least applicable depreciation period designated by the Internal Revenue Code for the asset class (i.e., buildings, furniture, fixtures, and equipment, etc.)
