Thank you for your interest in the Washington State Department of Commerce's Defense Community Compatibility Account (DCCA) Grant Program! We are honored to serve our local civilian and military communities. The DCCA grant program supports necessary compatibility projects near military installations in Washington State. The purpose of the account is to provide a funding mechanism for projects that affect the economy, environment and quality of life opportunities for local civilian and military communities. A call for projects is opened every even year (e.g. 2024, 2026) with selection and award decisions made every odd year (e.g. 2025, 2027) by the Washington State Legislature. After the current application window closes on May 4, 2026, an advisory committee led by the DCCA program manager will review and score all accepted applications. A public hearing will be held this summer. Updated information will be posted to the DCCA webpage throughout the process.

Pre-application screening is required prior to advancing on to the application in order for staff to ensure all applicants meet the minimum DCCA eligibility requirements. You will be able to answer and submit the pre-application and receive approval/denial status within 24 hours (except weekends and holidays).

A complete application, including any required documents, must be submitted by 11:59pm on May 4, 2026 for the application to be considered for DCCA funding.

Please be advised that when estimating the amount of DCCA funds you would like to apply for, there is a 3% (up to $50,000) administrative fee that will be deducted from the amount, if your project is approved and awarded by the Washington State Legislature.

Except for Source 1 (DCCA), please briefly describe in the narrative any additional funding sources from your budget table, using their corresponding source numbers from the budget table, (e.g. Source 2 is XYZ Company, and so on). Attach any additional, supporting documents under the "Documents" tab, including information about additional funding sources if you have more than the four that the budget table has space for. Additional documentation can include documents to support budget activities, such as a detailed cost estimate. If attaching additional documents, please name the files accordingly. Applicants are not limited to the number of lines represented throughout this application.

Budget Narrative (Discuss the items and amounts you entered above.)
Submit budget assumptions in the budget narrative below, including notes on the costs and sources associated with the activities necessary to complete the project. Budget assumptions should clearly correspond with, and support the amounts listed in the budget table. Explain how you built the budget for the project and derived costs for each activity. This is your opportunity to demonstrate you have clearly thought through all financial aspects of the project and have solid justification for the administration, project and operation costs, and the need for DCCA investment to make the project successful. The DCCA advisory committee will use this information as a key component in assessing the financial need for your project. Your assumptions should include: - How this budget is reasonable and appropriate considering the scope, substance, and duration of the proposed project. - The basis behind the activity costs. Be detailed and specific. - Source and include documentation of the costs, such as an engineer’s preliminary cost detail, a third party cost estimate, etc. These documents can be referenced and included as attachments under the "Documents" tab. PLEASE NOTE: If you have or plan to apply for OLDCC/DCIP funding, include this information and estimated dates. Add any supplemental supporting documents (optional) under the "Documents" tab and include document names and brief descriptions here in the narrative. Be consistent when identifying each source of funding with the Source's number (from the budget table), name and description. "Source 1" should always be designated as DCCA.
