The Public Works Board (Board) is authorized by state statute (RCW 43.155), to loan or grant money to counties, cities, special purpose districts, and quasi-municipal organizations to repair, replace, or create domestic water systems, sanitary sewer systems, storm water systems, roads, streets, bridges, and solid waste, recycling, or organics facilities. 501(c)3 non-profit organizations, for-profit companies, port districts, school districts, Tribes, and individuals are NOT eligible for this funding.
Note: The maximum amount of funding that the board may provide for any jurisdiction is $10,000,000 per biennium. Jurisdictions who experience public works emergencies may be eligible for an additional $2,000,000 in emergency funding beyond the $10,000,000 cap in the 2025-27 biennium.
- Construction awards are competitive and are generally open once per fiscal year. The FY26 construction cycle closed on August 8, 2025. PWB anticipates that the next construction cycle will open in spring of 2026.
- Pre-construction awards are competitive, but are open year-round and awarded quarterly. There is a minimum of $7,500,000 available for Pre-construction this fiscal year.
Each and every question, table, or document may influence the scoring of a project. Read each question in its entirety before answering to ensure completeness of the application. Leaving a question or portion of a table blank may mean an applicant loses out on critical points.
Even if a question or portion of a table does not apply to an applicant, we recommend that applicants put “n/a” to show that they have considered it. In particular, applicants often only partially complete the Tables section. Fully complete each table to maximize points.
