The Public Works Board is authorized by state statute (RCW 43.155), to loan and grant money to counties, cities, and special purpose districts to repair, replace, or create domestic water systems, sanitary sewer systems, storm water systems, roads, streets, solid waste and recycling facilities, and bridges.

Eligible projects are a public works project made necessary by a natural disaster, or an immediate and emergent threat to the public health and safety due to unforeseen or unavoidable circumstances.

Note: The maximum amount of funding that the board may provide for any jurisdiction is $10M per biennium. There is approximately $7.5 million total available for Emergency projects. During the 2025-27 biennium, this limit may be exceeded by $2m for jurisdictions that experience emergencies. Emergency loans have a 20 year term, and projects will have 1 year for completion. There is a maximum $1 million dollar award per jurisdiction per biennium limit except during catastrohpic conditions.

Eligible Applicants: The Board is authorized by state statue to loan and grant money to counties, cities, and special purpose districts.

  • The board may make low-interest or interest free loans or grants to local governments for emergency public works projects. The emergency loan program is to financially assist eligible communities experiencing the loss of critical public works services or facilities due to an emergency, and that can demonstrate a substantial fiscal need.

Eligible Projects: Projects in any of the following systems: domestic water systems, sanitary sewer systems, storm water systems, roads, streets, bridges, and solid waste, recycling, and organics facilities.

  • Emergency activies include repair, replacement, and/or reconstruction of a facility that will restore essential services and made necessary by a natural disaster, or an immediate and emergent threat to the public health and safety due to unforeseen or unavoidable circumstances.
