Library Capital Improvement Program (LCIP) grants will be awarded to acquire, construct, or rehabilitate library facilities operated by governmental units as defined in RCW 27.12.010 to fund up to 50% of eligible capital costs with a maximum grant per project of $2 million. Program committee will recommend award of up to $10 million determined through a competitive process for review and approval by the Washington State Legislature.

  • Maximum Grant request per project is $2 million.
  • More than one project may be eligible per applicant as long as it is for separate facilities.
  • Grants have an equal funding match requirement (50% or 1:1 match), meaning organizations must provide an equal or greater amount of funds to match funds requested in this grant.
  • Priority is given to properties listed on Local, State, or Federal historic registries. For questions on Historic Eligibility contact Maureen Elenga at the Department of Archeology and Historic Preservation: Elenga@DAHP.wa.gov or call 360-586-3079.
  • Priority given to properties located in a distressed County, as determined by the Office of Financial Management (OFM) to have an unemployment rate that is 20 percent above the state average for the previous three years.
  • Priority given to properties located in a designated rural County, as determined by OFM to have a population density less than 100 persons per square mile or counties smaller than 225 square miles.

Applicants must be a library operated by a governmental unit as defined in RCW 27.12.010 (Definition available in Library tab).

If awarded an LCIP grant grantee will need to document completion of State pre-contract requirements before execution of a contract and before any grant disbursement. Applicants need not have all of these requirements at time application, but will be ranked more competitive with greater compliance.

  • Complete Governor’s Executive Order 21-02 (or Section 106 when project includes federal funds or permitting), consultation with the Department of Archaeology and Historic Preservation (DAHP) and affected Tribes to afford them the opportunity to review and comment on potential project impacts.  This review must be satisfactorily completed before a contract execution.
  • Enter the LEED Silver Certification process for high-performance building standards when applicable.
  • Pay State prevailing wages as of the date the State Capital Budget becomes effective. If you project has any federal funds then you are required to pay whichever wage class rate is higher.   • Control the project site via ownership or executed long-term lease for a minimum of 10 years. Applicant must demonstrate coordination between library entity and building owner if applicable.
  • Secure full project funding before contract execution:
    • All funds necessary to complete the project, documentation of funding may include cash on hand, grant awards, local or federal funding, a letter of credit or binding loan commitments, or the value of land acquired for the project if supported by a current appraisal performed by a certified professional appraiser or a county assessment.
    • Match funding equal or greater to the grant amount requested. Grant may be used to pay up to 50 percent of eligible project costs.

 

LCIP awards a reimbursement style grant. Funds will only be disbursed for costs a grantee has already incurred and paid.

Funds awarded in the 2025-2027 State Capital Budget will have an end date of June 30, 2027. The Department of Commerce will request that any unspent funds be reappropriated for the following biennium. However, there is no guarantee that the Legislature will extend funding and it cannot be legally obligated beyond end date.
