The 17th Judicial District VALE Board is authorized to enter into contracts for the purchase and coordination of victims / witnesses assistance services with persons or agencies that the Board deems appropriate. The Board accepts and evaluates applications related to the provision of services delineated pursuant to C.R.S. § 24-4.1-303 and 304 and for the implementation of the rights afforded to crime victims pursuant to C.R.S. § 24-4.1-302.5. Such monies shall not be used for defraying the costs of routine and ongoing operating expenses; services are to be provided to victims / witnesses residing and /or victimized in the 17th Judicial District, which includes both Adams and Broomfield Counties. Copies of the state statutes related to these funds are available on the 17th JD VALE website: 17vale.org 

17th JUDICIAL DISTRICT VALE GRANT ELIGIBILITY CONSIDERATIONS: The VALE Board conducts an open, fair, impartial and equitable award process of receiving, reviewing, evaluating and voting on all grant applications in accordance with statutory guidelines and standards requirement and intended uses for these funds and includes in their considerations the following:

  • The degree to which it is determined that the grant application meets state and local requirements regarding intended use of funds and taking into consideration geography, population, need and available resources;
  • Assessment of the grant applicant’s ability to meet financial management, administrative and organization requirements as well as programmatic capacity to provide services proposed in the application;
  • The quality of the grant proposal and completeness of the information provided in the application.
  • Ability of the 17th Judicial District VALE fund to meet existing unpaid obligations in the future prior to making new financial commitments.

PRIORITY FUNDING CONSIDERATIONS The VALE Board gives priority consideration to criminal justice and non-profit community based agencies serving victims of crimes in the 17th Judicial District (Adams and Broomfield counties ) that are:

  1. Statutorily mandated services implementing the rights afforded to crime victims pursuant to C.R.S. §24-4.1-302.5
  2. Direct services to victims as delineated in C.R.S. §§24-4.1-303 and 304 and §24-4.2-105(4) related to all crimes as defined by C.R.S. §24-4.1-302(1).
  3. Establish and /or enhance coordination of direct service for victims of crime in the 17th Judicial District. The VALE Board gives equal consideration to programs receiving 17th Judicial District VALE grant monies in the current fiscal year funding period and new programs when making funding determinations.

PLEASE NOTE: The VALE Board may utilize factors other than those stated in the Request for Proposal or any other document to make funding determinations. The VALE Board may award money for projects not designated in the priority funding considerations.

FUNDING IS NOT GUARANTEED because an applicant meets eligibility requirements, applies for services designated in the priority funding considerations, is currently receiving, or has in the past received, grant funding.
