The 17th Judicial District Victim Assistance and Law Enforcement (VALE) Board is authorized to enter into contracts for the purchase and coordination of victim/witness assistance services with persons or agencies that the Board deems appropriate. The Board accepts and evaluates applications related to the provision of services pursuant to C.R.S. § 24-4.1-303 and 304 and for the implementation of the rights afforded to crime victims pursuant to C.R.S. § 24-4.1-302.5. Such monies shall not be used for defraying the costs of routine and ongoing operating expenses; services are to be provided to victims/witnesses residing and/or victimized in the 17th Judicial District, which includes both Adams and Broomfield Counties. 17th JUDICIAL DISTRICT VALE GRANT ELIGIBILITY CONSIDERATIONS: The VALE Board conducts an open, fair, impartial and equitable award process of receiving, reviewing, evaluating and voting on all grant applications in accordance with statutory guidelines and standards requirement and intended uses for these funds and includes in their considerations the following:
• The degree to which it is determined that the grant application meets state and local requirements regarding intended use of funds and taking into consideration geography, population, need and available resources;
• Assessment of the grant applicant’s ability to meet financial management, administrative and organization requirements as well as programmatic capacity to provide services proposed in the application;
• The quality of the grant proposal and completeness of the information provided in the application.
• Ability of the 17th Judicial District VALE fund to meet existing unpaid obligations in the future prior to making new financial commitments.
