For many years, the City of Fremont has awarded Community Development Block Grant (CDBG) funding to non-profit and public agencies. The primary objective of the CDBG program is to develop viable urban communities and meet the public service and housing needs of low and moderate-income households. CDBG funds must be used for activities which:
1. Directly benefit low and moderate-income families: This means that households that receive benefits from this program cannot earn more than 80% of the median income. For example, an eligible family of three cannot earn more than $100,950; however, based on current CDBG usage, it serves families with even lower income, which are under 50% ($59,200 for a family of three) of the median income
2. Aid in the elimination of slums or blight.
3. Other activities designed to meet urgent community needs when conditions may pose an immediate threat to the health or welfare of the community. Federal rules allow each community to tailor its program to address specific local needs.
ELIGIBLE PROPOSALS: The following types of Capital "Bricks and Mortar" Projects may be funded with CDBG funds.
1. Acquisition, construction, or rehabilitation of facilities and improvements for community use (i.e., for childcare centers, homeless shelters, or health centers used predominantly by low and moderate-income persons).
2. Certain predevelopment activities to stimulate the production of affordable housing for low and moderate-income households (families, seniors, and the disabled).
