Welcome to the Clark County Community Development Block Grant (CDBG) Entitlement Program application process for the Program Fiscal Year 2026-2028. The CDBG Program is administered by the United States Department of Housing and Urban Development (HUD) and is authorized by Title I of the Housing and Community Development Act of 1974, as amended. The CDBG Program provides annual grants on a formula basis to states, cities, and counties to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons.
Clark County is an entitlement jurisdiction which receives approximately $8.5 million annually from HUD in CDBG funding. The County’s CDBG program serves the unincorporated areas of Clark County and the participating Cities of Mesquite and Boulder City. Funds are allocated between the two CDBG participating cities and the unincorporated areas based on a HUD formula that considers population size, income, and other factors. The participating cities, in turn, allocate funding through their own award processes.
CDBG funding is contingent upon the availability of resources from HUD. For this funding cycle, awards will be distributed over a two-year period. Up to $2,550,000 will be allocated to Public Service projects and up to $11,050,000 will be allocated Public Facilities and Infrastructure and Economic Development projects. In addition, a portion of the total funding will be reserved for administrative costs to support effective program oversight, compliance, and management.
