The Southern Nevada Homelessness Continuum of Care (SNHCoC) seeks qualified organizations to apply to the Youth Homelessness Demonstration Program (YHDP). YHDP is a federal initiative to prevent and end youth homelessness through innovative and community-driven solutions. Selected organizations will be eligible to apply for funding to provide housing and services for youth experiencing homelessness. The YHDP application is mandatory for anyone who wishes to participate in this year’s SNHCoC YHDP local competition. The SNHCoC will use the information submitted from this local application process to determine inclusion of projects for YHDP HUD funds. Submission of this application does not guarantee YHDP funding.
The CoC Program (24 CFR part 578) is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit organizations, state governments, local governments, instrumentalities of state and local governments, Indian Tribes, tribally designated housing entities, as defined in section 4 of the Native American Housing Assistance and Self-Determination Act of 1996 (25 U.S.C. 4103), and public housing agencies, as such term is defined in 24 CFR 5.100, are eligible without limitation or exclusion, to quickly re-house homeless individuals, families, persons fleeing domestic violence, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless; and to optimize self-sufficiency among those experiencing homelessness.
The CoC Program is authorized by subtitle C of title IV of the McKinney-Vento Homeless Assistance Act, (42 U.S.C. 11381–11389) (the Act), and the CoC Program rule found in 24 CFR part 578 (the Rule).
All projects included in the SNHCoC YHDP application for YHDP funding will be required to certify compliance with all applicable regulations as part of their eSNAPS submission. These certifications include, but are not limited to, fair housing, nondiscrimination, lobbying, and other applicable regulations. A list of required certifications is included in the Zoomgrants library for informational purposes. Applicants do not need to certify at this time, but will be required to do so in eSNAPS.
