Each year the U.S. Department of Housing and Urban Development (HUD) releases a Notice of Funding Opportunity (NOFO) for the HUD Continuum of Care Homeless Funds.  HUD released the 2024 NOFO on (July XX, 2024,) and the Southern Nevada Homelessness Continuum of Care (CoC) is releasing a CoC Local Application as part of the HUD local process. The local Continuum of Care Project Application is mandatory for anyone who wishes to participate in this year’s Southern Nevada Homelessness Continuum of Care Consolidated application. The Southern Nevada Homelessness Continuum of Care (SNHCoC) will use the information submitted from this local application process to determine inclusion of projects in the Consolidated Application to HUD for CoC funds.  Submission of this application does not guarantee inclusion in the 2024 HUD NOFO for Continuum of Care competition.

The CoC Program (24 CFR part 578) is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit organizations, state governments, local governments, instrumentalities of state and local governments, Indian Tribes, tribally designated housing entities, as defined in section 4 of the Native American Housing Assistance and Self-Determination Act of 1996 (25 U.S.C. 4103), and public housing agencies, as such term is defined in 24 CFR 5.100, are eligible without limitation or exclusion, to quickly re-house homeless individuals, families, persons fleeing domestic violence, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless; and to optimize self-sufficiency among those experiencing homelessness.

The CoC Program is authorized by subtitle C of title IV of the McKinney-Vento Homeless Assistance Act, (42 U.S.C. 11381–11389) (the Act), and the CoC Program rule found in 24 CFR part 578 (the Rule).

The FY 2024 funds were authorized by the Consolidated Appropriations Act, 2023 (Public Law 117-328, approved March 9, 2024). The noncompetitive or competitive renewal or replacement of YHDP grants under the CoC program is authorized by the Consolidated Appropriations Act, 2024.

All projects included in the SNHCoC consolidated application for CoC funding will be required to certify compliance with all applicable regulations as part of their eSNAPS submission. These certifications include, but are not limited to, fair housing, nondiscrimination, lobbying, and other applicable regulations. A list of required certifications is included in the Zoomgrants library for informational purposes. Applicants do not need to certify at this time, but will be required to do so in eSNAPS.

NOTE: Agencies that are seeking funding for multiple programs need to submit one pre-application per program, but only need to submit their audited financials and nonprofit documentation once, in one of their applications. What is an UEI Number?

The unique entity identifier used in SAM.gov has changed.

On April 4, 2022, the unique entity identifier used across the federal government changed from the DUNS Number to the Unique Entity ID (generated by SAM.gov).

  • The Unique Entity ID is a 12-character alphanumeric ID assigned to an entity by SAM.gov.
  • As part of this transition, the DUNS Number has been removed from SAM.gov.
  • Entity registration, searching, and data entry in SAM.gov now require use of the new Unique Entity ID.
  • Existing registered entities can find their Unique Entity ID by following the steps here.
  • New entities can get their Unique Entity ID at SAM.gov and, if required, complete an entity registration.

What is a SAM CAGE Code and how do I get one? (Federal grants only)

SAM stands for System for Award Management, which is the primary registrant database for the U.S. Federal Government. SAM collects, validates, stores and disseminates data in support of agency acquisition missions. Every organization receiving federal funds must be registered in SAM. Your Cage Code identifies and helps verify your current registration in SAM, which must be updated annually.
