DESCRIPTION The Colorado Legislature approved a bill that created the Victim Assistance and Law Enforcement (V.A.L.E.) program in 1984. The legislation crafted a funding mechanism that generates funds in each of Colorado's twenty-two judicial districts. The intent of the V.A.L.E. fund is to provide programs and services for crime victims and to assist law enforcement. By state statute, the fund is administered by the District Attorney's Office and governed by a five-member board appointed by the Chief Judge of District Court. The fund provides grant money to assist agencies providing direct victim services in both Larimer and Jackson counties. Agencies apply for funding via a competitive grant process.
PURPOSE The priority use of VALE funds shall be for the implementation of the rights afforded to crime victims pursuant to section 24-4.1-302.5 and the provision of services and programs delineated in sections 24-4.1-303, 24-4.1-304, and 24-4.2-105(4) related to all crimes as defined by section 24-4.1-302(1).
ANTICIPATED FUNDS AVAILABLE Because VALE funds are obtained through the assessment of fines by the courts, it is impossible to know the exact amount of funds that will be available for grants in 2024. The 8th Judicial District Victim Assistance and Law Enforcement (VALE) Board announces the estimated availability of $650,000 to $850,000 in local VALE funds for the 1/1/2024- 12/31/2024 grant period. All applications must be received by 09/01/2023 in the Zoomgrants grants management system. No late applications will be accepted.
VALE PROGRAM PURPOSE AND PRIORITIES The 8th Judicial District Victim Assistance and Law Enforcement Board derives its existence and authority from C.R.S. 24-4.2.101. The purpose and duties of the board minimally include, but are not limited to:
- Fostering victims services and enhancing the responsiveness of law enforcement to victims of crime
- Conducting open, fair and equitable application and award processes for local VALE grant requests
- Allocating grant funds in consideration of statutory provisions, and also considering geography, population, need and available resources.
The 8th Judicial District VALE Board will give priority consideration to victim services and law enforcement programs which:
- Are required to provide services for the implementation of the rights afforded to crime victims pursuant to Section 24-4.1-302.5 C.R.S;
- Provide services and programs delineated in Sections 24-4.1-303 C.R.S., 24-4.1-304 C.R.S., and 24-4.2-105 (4) C.R.S. related to all crimes as defined by Section 24-4.1-302 (1) C.R.S.;
- Provide core victim services (i.e. direct services, crisis or emergency services);
- Have demonstrated an effective response to victim needs; or will provide new, innovative, or unmet victim services;
- Do not duplicate other victim services in the 8th Judicial District. Needed service, i.e., counseling both social and legal advocacy. Secondary services, i.e., administration, training, travel, support groups. Equipment, ie., related to victim assistance
