OVERVIEW:

The King County Department of Community and Human Services (DCHS) is pleased to release this Request for Proposals (RFP) for Post-Crisis Follow-Up (PCFU) by Providers with Expertise in Culturally and Linguistically Appropriate Services (CLAS) with funding from the Crisis Care Centers (CCC) Levy.

PCFU is a clinical service intended to support the ongoing recovery and well-being of adults and youth after they have experienced a Behavioral Health Crisis and have been cared for by a CCC. PCFU is not intended to provide long-term, ongoing care and is instead meant to be time-limited, between 30-90 days, to provide direct support to individuals after a crisis and/or serve as a bridge to link individuals to ongoing community-based services. Within the CCC Levy, PCFU fulfills the “someone to follow up” portion of the crisis continuum (Figure 1) and will work closely with CCC operators. PCFU services will be offered throughout King County and PCFU teams shall serve any and all open CCCs.

The emphasis on CLAS in this PCFU RFP aims to ensure that PCFU services meet the needs of those who experience ongoing inequities related to Behavioral Health. During CCC Levy Implementation Planning, DCHS received significant feedback to emphasize CLAS services within the PCFU model, highlighting the overall need in the community for Culturally Appropriate PCFU services. This added level of support between an imminent crisis and linkage to longer-term Behavioral Health care ensures that adults and youth experiencing a crisis have access to sufficient support while linking to new and/or existing Behavioral Health resources.

DCHS seeks Behavioral Health Agencies (BHA) , Community Based Organizations (CBO), and/or other partners to develop and operate PCFU teams with the goal to utilize CLAS best practices to better serve communities facing ongoing inequities and barriers to accessing Behavioral Health resources in the community following a crisis. Awarded Proposers  are required to prioritize providing PCFU to individuals discharged from a CCC (see Section II. Scope of Work, Subsection F.2).  Awarded PCFU providers  may also provide services to individuals following a crisis that occurs outside of a CCC setting subject to available capacity. Future DCHS Procurements for PCFU may seek services exclusively for adults and youth discharged from CCCs.  

DCHS intends to contract with up to three (3) provider organizations to provide PCFU services for adults as a result of this RFP. Awarded provider organizations may differ in their service operation and staffing models.

Minimum Qualifications  [hide this]

This request is open to organizations partnering to submit one Proposal. If partnering on one Proposal: one organization needs to be designated as the lead Proposer to contract with DCHS; this lead Proposer will then be responsible for establishing subcontracts with other partners involved in that Proposal. This RFP is also open to a Proposer submitting a Proposal to operate more than one PCFU program: the Proposer’s budget should demonstrate and describe how operating multiple teams may result in cost savings.

Eligible Proposers must meet the following minimum qualifications:     

  1. Minimum 5 years of experience providing Behavioral Health services *OR* a minimum of 5 years of similar clinical services, including mental health and/or substance use services, care coordination, and navigation to health and social services, CLAS and/or providing de-escalation for individuals in Behavioral Health Crisis.
  2. Demonstrated experience and ongoing commitment to providing CLAS for populations experiencing Behavioral Health inequities as evidenced by program operations, record of striving to establish a workforce representative of the population served, and overall delivery of services in concordance with the Equity Framework described in the CCC Levy Implementation Plan.
  3. Organizational commitment and ability to provide least restrictive care possible, implement a model with a multidisciplinary staffing model that includes Peer Specialists, provide services with no restrictions based on residence or insurance coverage, and collect data for Continuous Quality Improvement   of PCFU service and system performance.
  4. Experience with providing outreach services, including to individuals experiencing or at risk of homelessness.
  5. Proposer organization certifies that its staff are appropriately credentialled by the Washington State Department of Health (DOH). For CBOs, Mental Health Professionals (MHP) and Peer Specialists are not required to be credentialled at time of application. Organizations are required to hire (preferred), contract (acceptable), or commit to hire (acceptable) independently licensed or associate mental health clinicians within 30-60 days of receiving an award in order to deliver the full scope of services by contract start date. CBOs are also required to commit to certify Peer Specialists within 30-60 days of receiving an award if not already certified. Failure to meet these requirements may result in contract termination at the discretion of DCHS. Awarded programs will remain in a provisional status until the certification requirement is met.
  6. Organizational commitment to developing the capacity to bill Medicaid for Behavioral Health services, including joining the KCICN through the standard application process (if Proposer[s] is/are not currently part of the KCICN). 
  7. Organizational commitment and ability to remain in good financial standing while implementing, scaling, and sustaining operations throughout the term of this RFP and related contracts; deliver on administrative and billing requirements outlined in this RFP and related contracts; and remain in good standing with relevant regulatory bodies to adequately deliver and sustain operations throughout the term of this RFP and related contracts.
  8. Proposer(s) demonstrate(s) experience and organizational commitment to meet clinical skills expectations and maintain professional compliance standards. For CBOs, this includes but is not limited to staff providing services within the scope of qualifications, offering clinical supervision regularly, having completed or pursuing skills/trainings, complying with clinical documentation, records, and reporting requirements, and establishing and maintaining clinical quality assurance and Continuous Quality Improvement strategies into the program’s approach.
