Eligibility Criteria (specific to this program)

Eligible ApplicantsEligible applicants include public organizations, including educational organizations, or nonprofit organizations or a combination of such agencies that provides services to victims of crime.
In order to be eligible for these funds, agencies must have a DUNS (Data Universal Numbering System) number and must obtain and maintain a current registration in the SAM (System for Award Management). Review the Application Instructions for more information on DUNS and SAM.
All projects must provide services to crime victims. This funding opportunity is geared toward agencies that are serving the following purpose areas and not currently receiving CVS funds for these services. Existing CVS grantees can apply, but funds should not be requested to supplement programming already funded by CVS funds, but to support new, innovative programming to address these specific purpose areas.
Eligible project purposes include:• Victim services initiatives not currently funded by Victims of Crime Act (VOCA) funding serving crime victims from the following communities:
• Older Adults
• People of Color
• People with Disabilities (Sensory, Psychological, Physical, and Cognitive)
• LGBTQIA+ Individuals
• Immigrants
• American Indians
• Juveniles in detention;
• New victim services initiatives for family members of homicide victims;
• New victim services initiatives in Early Childhood Education-12 school setting;
• Statewide public awareness campaigns aimed at increasing crime victims’ awareness of available services;
• Local, regional, or statewide mass tragedy response planning projects;
• New victim services initiatives in hospital settings (non-SANE/SAFE programs);
• New victim services initiatives involving the use of mobile service program delivery.
Organizational Requirements:Agencies must meet the following organizational requirements:
• Capacity: Applicants must demonstrate that the agency and staff have the ability, expertise, and experience necessary to effectively provide the proposed services and administer the project.
• Non-Supplanting: VOCA grant funds may not be used to supplant or substitute funds that would otherwise be available for crime victim assistance services. Grant funds are intended to enhance or expand services.
• Matching Funds: For purposes of this application, applicants must demonstrate the ability to provide a 20-25% non-federal match for the requested VOCA funds as directed in the Instructions. Match must be used for project-related activities.
• Sound Financial Management: Each applicant is required to meet federal and state requirements for managing VOCA grant funds as they appear in the application or required attachments. Applicants should be able to demonstrate substantial financial support from other sources.
• Reporting Requirements: Applicants must have the ability to comply with VOCA programmatic and financial reporting requirements..
• Confidentiality: VOCA grant-funded agencies must comply with applicable confidentiality laws.
• Colorado Victim Rights Act: VOCA grant-funded agencies must assure that all staff and volunteers have read and understand the Colorado Victim Rights Act and enabling legislation (C.R.S. 24-4.1.301 et seq).
• No Charge to Victims: VOCA grant-funded projects must provide services to crime victims, at no charge.
• Record of Providing Effective Services: Agencies must have a record of providing effective services and have (financial) support from other sources of funding OR agencies must have substantial financial support from other sources
• Volunteers: Agencies must use volunteers.
• Services to Federal Crime Victims: Agencies must provide services to federal victims of crime in the same manner as other crime victims.
• Victim Compensations: Agencies must assist victims in applying for victim compensation (e.g. give applications, refer to the victim compensation program)

Funding Procedures [hide this]

Funding recommendations made by the Review Committee will be for one year (calendar year 2020). Financial obligations of the State of Colorado are contingent upon funds being
appropriated, budgeted, and otherwise made available. OVP retains discretion to make awards based on the funding philosophy of the Crime Victim Services Advisory Board (below):
•    To equitably allocate state and federal grant funds;
•    Through an objective, criteria-based process;
•    In accordance with state and federal requirements and intended uses for the funds;
•    Taking into consideration geography, population, need, and available resources;
•    To applicants who demonstrate financial management, administrative, and organizational capacity to meet state and/or federal requirements.
Criteria for Review of Applications:Applications are reviewed based upon the following criteria:
• The application aligns with the intended use of the funds.
• The quality of the proposal and completeness of the information provided in the application.
• The community’s need for the service has been demonstrated.
• The project would actively address the needs of underserved populations.
• Budget items are reasonable, well justified, and proportionate to the activities listed in the application.
• The agency coordinates with other existing services in the community.
• The project does not duplicate existing services in the community.
Rejection of Proposals: The State of Colorado reserves the right to reject any or all proposals, to waive informalities and minor irregularities in proposals received, and to accept any portion of the proposal or all items proposed, if deemed in the best interest of the State of Colorado to do so. Failure of the applicant to provide information requested in the application shall be the responsibility of the applicant agency, and may result in disqualification of the applicant. The fact that an applicant meets the eligibility requirements and applies for eligible services, does not guarantee funding.
Because of limited staff capacity, only a select number of projects will be selected to be funded through this project. Because of this limitation, there will be no reconsideration process associated with this funding opportunity.
Award Period: January 1, 2020 – December 31, 2020.

• The Review Committee will meet in the summer of 2019 to make funding recommendations.
• Final award decision letters will be emailed in late summer 2019.
• For funded projects, award documents will be made available in October 2019.
• The deadline for grant agreements to be returned to OVP is November 2019.
